Bard, in my opinion, doesn't have any major or minor counters in this game. Bard is extremely skill expressive and can usually win a lane as long as he plays it right.

Bard doesn't have any low or high synergies with most adcs, as they all can provide something good for bard. Someone like Cait can be good as it allows him to roam more because of her safe laning, while someone like Lucian may perform well because of Bard's all in potential post-6
