You're pretty much ****ed. Unless they're a bad Viktor, there's no way for you to really win lane. Has more poke, more dmg, and so much more range. You can try to farm but he'll wide you down with his E. go as much MR as possible and farm as much as you can and don't stay in lane with low health for too long.
