Poke him down, make sure you avoid his pull move and his 3rd Q.
Ahri
This matchup is very annoying. Ahri has a good engage, escape and has CC. If you get her while her R is down and she misses E, then the kill is nearly guaranteed.
Akali
Akali has a strong engage and disengage. She is not a very easy lane to play against. Try to engage when you know Akali cannot use shroud to escape. Whenever Akali uses her E, try to fall back to turret so she cannot recast without taking turret damage.
Alistar
Alistar is a champion with a lot of CC, but when he uses his knock back, he pushes you away. If you can disengage well, then this shouldn't be much of an issue.
Amumu
Amumu has a lot of CC. When he ganks you, try to dodge his Q. Vision is vital against an Amumu.
Anivia
Anivia has CC, but is immobile. If you keep your distance and poke, while avoiding any of Anivia's poke, then you should be fine. Anivia's walls aren't a threat, as you are able to just E over them.
Annie
Annie is very annoying, but she has a short range. If you can keep your distance and farm while falling back when her passive is up, this lane shouldn't be too much of an issue.
Aphelios
Aphelios has a weak early game with only one long range weapon, but he scales very well, so you need to make use of your early advantage.
Ashe
If you can avoid ashe's R then you should be fine. You win 1v1 fights, so the slows shouldn't affect you much.
Aurelion Sol
Aurelion Sol is a joke of a champion. just dodge his Q and you should be able to outtrade him easily.
Azir
Azir is able to keep his distance, so when you fight him you need to be 100% committed, or you will lose. Most Azir players below platinum are terrible.
Bard
Minor if you are laning against bard, Major if you are not. Bard's roams can win a lane, but he turns lane into a 1v2 bottom lane, as he is focused on roaming.
Blitzcrank
Blitzcrank is a major threat when you're new to Lucian, but as you get better at dodging skillshots he becomes easier to play against.
Brand
Brand is a champion with high damage and a lot of CC, but if you can avoid his damage and you have a good support to compliment you, or if you are solo laning you shouldn't be too worried about playing into a Brand.
Braum
Braum is currently not very viable, but he can come to the rescue against Lucian, as he can absorb Lucian's R for his carries.
Caitlyn
Caitlyn has a lot of poke which is not good for Lucian, but if you get a good engage you will be able to kill her.
Camille
Camille can dive you easily and can do a large amount of damage, and if she uses R, there is no counterplay. Bring exhuast, consider sustain runes.
Cassiopeia
Cassiopeia can ground you, making you unable to escape, and giving her or her team an opportunity to kill you. I would recommend banning Cassiopeia in Mid or Top.
Cho'Gath
Cho'Gath is very tanky, but if you dodge his Q then you should be fine. Trades will take a long time, consider using Conqueror.
Corki
Easy matchup, underpowered champion, especially in ADC. You should not lose this. You shove in lane and roam.
Darius
Darius is the king of the top lane. You must save your E for when he uses his, as you must keep distance and poke. If you poke and farm up, you should be able to kill him slowly but eventually.
Diana
Diana is a very mobile AP assassin, similar to Akali. If you slowly poke and keep your distance while dodging her poke, you have a good shot at winning.
Dr. Mundo
Mundo is stupidly tanky, and if you aren't careful, he can run you down. Make sure to avoid being hit by his cleavers, or you will die. Consider using conqueror in this matchup.
Draven
A good draven will run you down and not give you a chance at getting any xp or gold. If you are ADC, ban Draven.
Ekko
Ekko is very annoying. He can poke well, he has very good waveclear, he has CC and an amazing escape. If you play correctly you can win the lane, but you should be hoping for an even lane.
Elise
Elise has a lot of CC and very strong ganks, and can become untargetable for multiple seconds. She is very annoying to play against but if you can play right then you should be able to avoid her. Make sure to ward against an Elise so you can avoid CC.
Evelynn
When she ganks, you get a headstart, as it notifys you of her charm charging up. Fall back when you hear the charm, and when it disappears you can re-engage.
Ezreal
Ezreal and you both tend to poke a lot. If you all in you should win if you can weave around his abilities.
Fiddlesticks
Fiddlesticks doesn't have great ganks, unless he uses his R. After the fear ends, you can just E out of the way and you'll be fine.
Fiora
Fiora has a gap closer, but you can just dash out of the way. She can be hard to fight if the Fiora knows the champ very well, but if you keep out of her Q range you should win.
Fizz
Fizz is very annoying. He can become untargetable, he is very mobile and has a lot of damage. If you keep your distance you have a chance but this matchup is difficult.
Galio
Galio is very tanky and has strong engage and a large amount of damage. In both support and mid he is annoying to play against but you should be able to get out of the way of his damage and get away fine.
Gangplank
Gangplank counters melee tops, but gets destroyed by ranged tops, just use your range to kill him. Avoid his barrels.
Garen
Garen has a strong gap closer but you have a good escape. If you don't let him silence you and keep your distance you should be fine. If he gets too close he will most likely get the kill.
Gnar
Gnar is annoying but you should win 1v1s if you avoid his CC as Mega Gnar and his Q poke as normal gnar. Conqueror isn't a bad idea.
Gragas
Gragas is not very viable right now, if you keep your distance the most he can do is slow you, or knock you away from him.
Graves
Graves has a strong gap closer and can remove your vision, but as long as you play safe when he ganks you aren't going to be affected much by him.
Hecarim
Hecarim can full speed charge you and you can't escape it easily. Get to your turret ASAP or you will most likely die.
Heimerdinger
In bot lane, care for turrets in bushes. You take the turrets easily mid, and it takes slightly more effort bot. Heimerdinger is mostly a threat because of his potential damage output if he lands CC and his gank setup.
Illaoi
DODGE THE SOUL GRAB AT ALL COSTS!!!
Irelia
She can dash to you, but if you avoid her CC then she can't get the reset off of it, and most Irelia players hate using Q unless they get a reset.
Ivern
He's Ivern... you can escape Daisy easily, and his CC is low range and easy to avoid.
Janna
If you dodge her tornado, she can't really do much for her ADC other than shield.
Jarvan IV
His engage is very strong, if you have good vision you can avoid him though. If he walls you in that's not a great situation to be in.
Jax
Make sure to get away when he uses E, do not let him stun you or you will die. Your damage is reduced while he is in his E, so don't try to fight him while he is using it.
Jayce
Has solid poke but is not a very strong champ. You win all-ins and you can poke him down.
Jhin
Jhin doesn't have a good laning phase. Avoid tanking his 4th shots and you will be fine.
Jinx
Jinx is hyper-aggressive but that's something that you can punish, as Lucian can out-damage her when she is in minigun form, which a lot of jinx players tend to use. If you can avoid W poke you should be able to win the lane.
Kai'Sa
Kai'Sa can dive you and keep up with you. You don't outscale her so ruin her laning phase.
Kalista
Kalista is extremely weak. You don't need to worry about her, just keep going for all-ins and you win.
Karma
She has poke, cc, shields and is annoying to play against, but if you play well then she isn't much of a problem.
Karthus
He scales stupidly well, kill him as much as possible early, he has 18 base armor.
Kassadin
Punish his early as much as possible, he scales very well into the late game, arguably better than any other champion in league. Try to win before Kassadin gets level 16.
Katarina
Keep your distance, don't take her dagger damage. Consider using exhaust and/or sustain runes.
Kayle
You outrange Kayle until Kayle reaches level 16. At level 11 is when Kayle becomes strong. Play aggressive early, and try to group after Kayle gains the level 11 power spike.
Kayn
If he forms Darkin, just poke him down. If he forms Shadow Assassin, keep your distance. If he brings dark harvest avoid taking damage pre-form. If he brings conqueror feel free to take some damage to sabotage his form. Other runes, just be careful.
Kennen
Kennen is a stupid champion. He can close the gap pretty well and has a lot of poke and CC. He is tanky, with high damage and high CC and range, there is no downside to the champion. If you keep your distance you can avoid losing the lane, but I don't think winning is likely.
Kha'Zix
As long as you stick with other champions or your minion wave you should be fine.
Kindred
Kindred has solid range but is underpowered. When she uses R, use it if you get low, and be in it for the end heal if it won't result in death afterwards.
Kled
Kled has a strong gap close, but if you dash out of his Q and don't let him dash on you then you should be fine. When his R is used, fall back to turret. You can poke him to death somewhat easily.
Kog'Maw
Kog'Maw has strong poke but isn't that strong if you close the gap. You should be able to out trade him. If it's AP Kog'Maw, avoid his spells, especially E.
LeBlanc
LeBlanc is stupidly hard to play against, she can close the gap and you can't expand it well enough. If she wants to escape, she will. If you're up against a LeBlanc, just focus on roaming.
Lee Sin
After his first Q, run to turret and hope he takes turret aggro.
Leona
This champion's CC is stupidly overpowered. If she lands her E, you're stuck for a good 5 or so seconds.
Lillia
If she is going to use her R, fall back. If you stay close to her then her Q does magic rather than true damage. Avoid her W and you'll be fine.
Lissandra
Lissandra is outdated and week. you win all-ins and you can poke her down. She doesn't do enough to be useful.
Lucian
get out of blind pick bruh
Lulu
Lulu mid/top is a joke, just all-in and she loses. If Lulu is funneling, you need to shove her in as much as possible. If you are against Lulu support, the lane shouldn't be too difficult unless there is a twitch ADC or jungle.
Lux
Lux support is annoying, her CC is a pain in the ass. The same applies for mid, but you can just run her down and win fights when her CC ends. Dodge her R.
Malphite
Can slow you, if he attempts to you can just E out of the way. AP Malphite is annoying as he can one-shot you if played right, but if he builds tank then you should be able to win.
Malzahar
If you get stuck in a Malzahar R, you're screwed. Ping for help and hope top teleports in or jungler helps you.
Maokai
Avoid his CC and you win, avoid bushes so you don't take sapling damage.
Master Yi
Against this champ, if he runs in, fall back to turret. If he has a funnel duo, shove in the funneler's wave so that Master Yi can't take the farm.
Miss Fortune
You win all-ins, avoid her R.
Mordekaiser
If Mordekaiser uses his R on you, just poke him down, even not in his R, just poke him down. You keep a distance and you win.
Morgana
If you dodge her root, she becomes basically useless.
Nami
Dodge her bubbles and you can kill her easily. Prioritise her over ADC.
Nasus
Just poke him down and stop him from farming, not a hard matchup. Utilise dash when he uses his slow.
Nautilus
Nautilus has unavoidable CC, which is very annoying, but if you can fall back far enough you can prevent people from following up on it.
Neeko
If you can avoid Neeko's root, then you can kill her. If she has R, just stay out of the range of it when casted and you'll be fine.
Nidalee
Use vision and dodge spears, if the spear misses then you're fine. Keep your distance to avoid a tiger stance combo
Nocturne
When Nocturne uses R, fall back. If he fears you, fall back. If the fear fails, you can win a fight. Avoid using R into spell shield.
Nunu & Willump
When he snowballs into your lane, fall back into turret range.
Olaf
When Olaf enters your lane, run for your life. DO NOT LET HIM GET LIFE STEAL ON YOU.
Orianna
Orianna is another lane bully, but if you all-in you should win.
Ornn
Ornn has stupid CC and lots of damage, but if you keep your distance and poke that doesn't really matter. Avoid his R.
Pantheon
Pantheon has CC and a damage shield. Keep your distance and avoid Q poke and you should be fine.
Poppy
Poppy is a tanky champion who can pin you down into a wall and can also send you out of a fight. If you keep your distance and poke, this doesn't matter and you should win. If you get too close, Poppy can prevent your dashes.
Pyke
Pyke is very annoying to play against as a support, but when he is against you mid you should win.
Qiyana
Qiyana can do a lot of damage but if you use your range advantage it shouldn't matter too much. Stay away from walls if possible.
Quinn
Quinn can kite you, chase you and blind you. This is not a fun matchup to play, focus on roaming.
Rakan
Rakan can knock you into the air, and can poke you, but this is somewhat short range and you can dodge it pretty easily.
Rammus
Rammus will run into your lane fast, but if you fall back to turret he can't really do much.
Rek'Sai
I don't know much about Rek'Sai, but I do know that Rek'Sai is not a champion with a lot of range, and if you keep your distance you should be fine.
Renekton
Keep your distance, or you will die. He has 2 dashes and a very strong stun.
Rengar
Against lane rengar, keep your distance from bushes. Against rengar in jungle or lane, fall back to turret when Rengar uses R.
Riven
She has a lot of dashes, but they are all short. If you keep your distance and poke you can stop her from getting anything done.
Rumble
Don't tank his Q, stay out of his R, and you will be fine.
Ryze
Ryze just isn't a strong champion. As long as he doesn't get a root on you, you win lane.
Samira
This is a placeholder threat, I do not have much information about the Samira matchup as the champion is only a patch old.
Sejuani
Jungler with a lot of CC, but not much range.
Senna
Senna has solid poke and CC, but you outdamage and outrange her. She outscales you.
Sett
Sett has an OP shield, do not take his W damage, and avoid getting stunned by him.
Shaco
Get deep vision to avoid him stealthing on you. Shaco is hard to counterplay, but if you see him or a box show up, fall back to turret.
Shen
Shen is a very tanky champion who can peel for his team and give strong shields, but if you keep your distance and fight when his W is down, you'll be fine.
Shyvana
Shyvana is a mage jungler who powerfarms. If you see her coming, then you need to fall back, but she isn't much of a threat until late game.
Singed
Singed you can just poke down, his W is his best shot at beating you, but you outdamage him even at melee range. Don't chase him down when he uses Q.
Sion
Sion is very tanky. Consider bringing conqueror.
Sivir
Avoiding using spells into Sivir's spell shield. You outdamage her.
Skarner
Skarner is a joke of a champion. If you stay away, he's useless.
Sona
Focus sona in fights. Avoid her R.
Soraka
Avoid being rooted in Soraka E. Focus her in fights.
Swain
Swain is annoying, but you should be able to kill him, mid or support.
Sylas
Sylas is an AP assassin who can steal your ultimate. E out of the way and do what you can to avoid it. He may outdamage you, consider exhaust or sustain runes.
Syndra
Syndra is someone you beat if you don't let her poke you.
Tahm Kench
Avoid his Q and poke him to win fights. Consider conqueror.
Taliyah
Joke of a champion. Useless, like Aurelion.
Talon
Bring exhaust and possibly sustain runes to win matchup. You win level 1, and then you lose hard until level 6 where your next chance is, but you dont have a good chance at winning.
Taric
Invulnerability machine, annoying but keep your distance to win.
Teemo
He can blind you to negate some of your damage. Annoying but winnable. Consider sustain runes.
Thresh
If he hooks you, you're screwed, but the hooks are pretty easy to avoid.
Tristana
She can escape easily but you win 1v1.
Trundle
Not a very good champ, if he all-ins just fall back and he's useless.
Tryndamere
When he uses R, just run. He wins all-ins, just keep your distance and poke him. Focus on roaming, don't stay in lane.
Twisted Fate
Follow his roams. Avoid his gold card.
Twitch
If jungle, care for level 2 gank, if ADC, you win fights, unless he has a lulu support.
Udyr
Udyr has literally zero range. Poke him constantly.
Urgot
Keep your distance and for the love of god avoid his R.
Varus
Annoying poke. You win all-ins if you can dodge his R.
Vayne
You win early, she wins late.
Veigar
Avoid his abilites to prevent him from stacking his passive.
Vel'Koz
Avoid his abilites (which isn't hard to do) then all-in.
Vi
Keep up vision to prevent her getting a good all-in.
Viktor
I can't say much about Viktor, as I am not experienced with the matchup.
Vladimir
Steals life, becomes untargetable. Annoying lane.
Volibear
Avoid his Q and you'll be fine. If he uses R on your turret, fall back to the next one.
Warwick
Care for his blood hunt.
Wukong
Be aware that he can leave clones. His all-in is very strong.
Xayah
Unless Xayah has a Rakan, the lane should be pretty easy.
Xerath
Lots of poke, if he misses his stun you can kill him.
Xin Zhao
Amazing dive, try to keep your distance.
Yasuo
Try to avoid knock-up, try to get around wind wall.
Yone
Punish his weak laning phase
Yorick
Joke of a champion.
Yuumi
Annoying. If behind, game is a 5v4.
Zed
Bring exhaust, consider sustain runes. Zed is very mobile and can kill you easily.
Ziggs
High damage mage, consider keeping close to him rather than poking.
Zilean
Troll champion mid, below average support. Not strong, his R is mildly annoying.
Zoe
Avoid her CC and you win the lane.
Zyra
Avoid CC and you'll be fine.
Amumu
Has a lot of CC and can set you up for kills easliy. Able to peel for you late game. He increases your damage by 10% on champions if he goes in first.
Ashe
If ashe is your support, make use of her slows.
Bard
Bard has lots of CC, has heals and has a strong ability to save you. He does tend to roam, so if you have him as your support, then you need to play the lane by only taking 70/30 or better trades.
Blitzcrank
Blitzcrank's hook + knock up + silence combo is enough for you to do plenty of damage, possibly get a kill.
Brand
Brand's damage and CC output allows him to carry a lane if he needs to. Make it clear that they can't be stealing kills and then the laning will be great!
Braum
Braum has some insane peel. He can tank all the damage, and block any projectiles headed towards you.
Fiddlesticks
Doesn't do much in ganks, doesn't do much as a support.
Galio
Has strong CC, peel and has a massive shield and can put out solid damage. He has a lot of potential to set up kills for you.
Ivern
A good ivern knows how to gank a lane well, and if someone picks Ivern support, they know what they're doing. He has solid CC and damage, and has the potential to shield you.
Janna
Has shield, cc and heal. Standard enchantress support.
Karma
If you have a good Karma, she can carry a lane for you because Karma has CC, shields and lots of potential damage.
Leona
Crazy CC! Can guarantee a kill for you if you follow up.
Lucian
One for all is a fun gamemode
Lulu
Can boost your movement speed, attack speed, shield you, give you hp, can disable the enemies
Lux
If lux can hit her CC, then you win the lane by following up on the CC.
Malphite
His setup with the knockup and slow gives you easy kills.
Maokai
Stupidly high amounts of CC.
Morgana
Her roots can just trap someone in place for upwards of 3 seconds, and she can also stun with R.
Nami
Has strong cc and heals.
Nautilus
Great engage, his CC can easily guarantee you kills.
Pyke
DO NOT GET MAD AT PYKE IF HE KILLSTEALS WITH R!!! You get the full gold if he executes, he also has a hook and good setup for when his R is down.
Senna
Senna is Lucian's wife in the lore, and she has great synergy with Lucian in game. She has a root which can set you up for kills, while also doing a lot of damage.
Sett
Peel, CC, High damage.
Shaco
His boxes are awesome when jungle or support.
Shen
Can peel, his taunt is great and he can shield you from autos, and has a global shield.
Sona
Not great, but she can stun and heal, so not bad either.
Soraka
Can heal, but that's about it.
Taric
Can CC through you, giving you an even stronger engage, and can give you invulnerability to enable you to turret dive.
Thresh
Hook is amazing, he can also peel for you and keep them close to you, enemy in the lore, best friend in game.
Vel'Koz
Lots of damage, some CC, not a great support but not bad.
Xerath
Stun, poke, high damage.
Yuumi
Lots of heals, strong poke and a fair amount of CC.

Synergies

Lots of heals, strong poke and a fair amount of CC.
+ Mobile + Good at poking melees + Strong Early Game + Strong farming + Can be aggressive or defensive + Very fun to play!
Lucian is a very strong lane bully, who can farm well and can be played aggressively or defensively. He utilises all of the precision runes well, although uses Press the Attack more than any other rune. Due to lucian's Relentless Pursuit he doesn't necessarily need to even bring Flash, and can bring Ghost instead to close the gap!
CONS
- No CC - Very squishy - Low range compared to other ADCs - Does not scale (Blucian fixes that somewhat) - Takes practice to become good at positioning and ability/passive cycling - Low win rate
Lucian takes some practice to get used to, but once you understand how to cycle your abilities with your passive and how you work, Lucian becomes very strong. Your low range makes you a target that other ADCs will want to attempt to poke to death. Without a support that has CC or a lot of healing, Lucian becomes quite weak. Lucian's late game is not very strong usually, but if you use the Blucian build, then you should be able to scale thanks to Muramana.
Runes
Press the Attack is good for spellweaving ADCs. Conqueror is good when you need to take extended trades. Fleet Footwork is good when you need speed and sustain, due to playing a matchup that out-mobilises you such as Tristana
