Sorcery
The best keystone is, in theory, arcane comet. Now before you go ballistic on me, let me explain myself. Due to the greater damage and slight aoe that arcane comet provides, along with the ability to lower its cooldown by landing other spells, it can deal the most damage if landed consistently. In practice though, it tends to fail due to fling tossing them out of the way and non-slowed champions running right past the damage area. If you can find a way to make arcane comet land consistently, at that point it would be better than summon aery. Otherwise, summon aery is the best to use.
Nimbus cloak is almost always better than the other two runes, as the extra move speed is great for catching an opponent or escaping in a tricky situation, but in some cases, such as when against a Teemo, nullifying orb can be better for survivability.
Celerity is your best option as Trancendence's extra cooldown and conversion ability isn't all that helpful to you and Absolute focus will be up for very short amounts of time in a fight, if up at all.
Scorch is, 100% of the time, better than Water Walking and Gathering Storm. Since your goal is to get the enemy team to die chasing you within ten minutes of the game, Gathering Storm will not be up and most of the time you'll be walking through the enemy jungle as opposed to the river.
Inspiration is essential to surviving as Singed in the early game. The extra sustain that it offers is stronger than running Resolve.
Future's Market allows you to buy Corrupting Potion even if you only manage to clear 1 and a half waves, which is essential to your early game survival and pressure. It also gives you free gold every 15 minutes, although most people don't tend to see it that way. Future's Market has the potential to be one of the most over-powered runes if used properly, and with the right mindset. It doesn't matter if you'll lose the game at 20 minutes if you win at 15
Timewarp Tonic allows Singed to survive proxying the third wave, catch opponents with the 5% movespeed boost and sustain enough mana to win fights and farm with Corrupting Potion. Singed has no need for the extra cooldown or movespeed boost towards impaired champions, as most of the time you should be running away from them or you should have enough movespeed on them with your W slowing them.
