It sorta help if you explain what to buy through out the game. Simply having most of your items labelled as core isn't really saying much. For example, I wouldn't know what to get for my first buy(s) based on any given situation. I'm not saying this is a terrible guide, don't get me wrong, but it could have some clarification and an artist's touch.

Also, Essence Reaver could probably replace Spirit of the Elder Lizard; it helps with mana issues, gives some lifesteal, a lot of AD, and it's blue! You can also consider taking Muramana/ Manamune instead of Spirit of the Elder Lizard. Manamune isn't the most potent item to get early game, but the toggle for Muramana plus Lucian's Lightslinger passive are a nice combo.

Edit: I can sorta see Lucian as a top laner, but there's so much more you can do besides the whole blucian build. Again, not saying it's a terrible idea, but there's so much more you can do with Lucian top. You can build him as an extremely ranged, mobile assassin (unil Rito changes his dash) or maybe an unconventional bruiser of some sort idk. Nonetheless, you can add on more builds for top Lucian and I'm interested if you do so.

it isn't a blue build when your boot enchantment is green. heal and flash aren't blue as well btw

Spirit of the Elder Lizard is no longer viable on any adc, unless you're killing jungle monsters all the time. There are a lot of better items, but I know you wanted to keep the blue theme & reach 40% cap.
Still, you could get more potent items.

Explain your item choices.

Add an upgraded trinket in your full build.

Take Block instead of Enchanted Armor , you're not a tank and enchanted armor only counts towards bonus armor, for a disappointing amount.

Do you really need Fleet of Foot? You're already this mobile, and you could get Juggernaut to be tankier.

Lore adds nothing to a guide, you can tuck it away in a spoiler if you want or add a link to his lore on the offical LoL page. You should elaborate on Lucian himself in the introduction, and maybe talk a little more about yourself.

I wouldn't recommend a build based on his CD, because it will most likely be fixed next patch.

Spirit of the Elder Lizard's three of four passives just work when building it as a jungler and rather more when building it early on. I'd say it's much more effective rushing Bork into Ghostblade and when aiming for your first two item choices. Sheen is a power spike in lane but the Shroud just makes you struggle early.
