You need to really abuse a Kog'maw early to shut him down. If you allow him to free farm he will be able to outscale and outdamage you later on in the game, especially when he is in the safety of his frontline. Focus on trading and harassing and the matchup is fairly simple.
Twitch
Your ability to harass and bully twitch early is the key to winning the match-up. He can't really do anything when you decide to trade and you can easily dodge his W, seek to engage and fight with your support early to gain an advantage and be careful in the latter parts of the game when he is invisible.
Sivir
Your damage output exceeds Sivir by a fair margin, as she is more of utility/pushing ADC. She can negate a bit of your damage with her E but the cool-down is very long in the early game (much higher than that of your Piercing Light). Abuse her in lane as she can't dodge your skillshots and you should rack up a heft advantage.
Jinx
Jinx is a fairly simple match-up. She is unable to dodge any of your harass early due to her lack of mobility, so focus on bullying her out of lane and zoning. Your burst damage far exceeds hers in the early game so look to go aggressive in lane and net some early kills to keep her from reaching her hyper-carry potential. Relentless pursuit allows you dodge most of her burst damage through her W and R, meaning you should theoretically be to solo kill her, if on the same footing.
Ezreal
Ezreals ability to kite and poke is very potent throughout the game, it's a matter of smart decision making and ability to dodge skillshots in this match-up. Harass him like any other ADC as he won't be able to react fast enough to dodge your Q in most scenarios, I would generally wait until his E is on cooldown and then using The Culling as he won't be able to dodge it anymore without flash.
Tristana
Similar to Twitch you are able to easily out-trade and out-harass Tristana in the early game. Focus on getting kills or heavy CS disparity in order to snowball the midgame and end early. The current meta doesn't favor long prolonged games so she shouldn't pose too much of a threat in most games.
Ashe
Ashe can be a very difficult matchup if she knows how to properly abuse her range and make efficient use of her volley. You should only look to trade when you are able to dash in safely and unleash your damage with Piercing Light. Trying to avoid Enchanted Crystal Arrow is pretty difficult as the arrow's hitbox is fairly large, in a 1v1 situation try to even flash over it, allowing you to negate the range disparity.
Vayne
A very skill dependent match-up. If the Vayne is mechanically sound and able to dodge your Piercing Light this lane may be a struggle. Despite this you still should output more damage in the early game so try and bully her out of lane to gain an advantage. Make sure your support is also playing aggressively whenever you decide to trade or all-in, otherwise you will be heavily punished. She has much harder scaling so focus on shutting her down early and ending by mid-game,
Quinn
A fairly difficult match-up if she gains an early lead with her excellent harass and potent damage with her passive. Don't allow her to freely reset her passive marks by landing Q, try your hardest to avoid the AOE splash from being blinded. Your damage with hers is quite similar so when dueling it's quite skillshot and mechanically dependent.
Kalista
Much like the Vayne match-up, the Kalista match-up is dependent on the skill of the opposing Kalista player, if they are able to dodge your Piercing Light with her passive these matchup can be extremely difficult. When engaging on a Kalista you want to try and burst her down rather than engage on pronlonged fights, as her Rend will absolutely destroy you if she has enough stacks. Play smart and abuse your passive, allowing you to quickly kill her off before she can even have a chance to retaliate.
Graves
The Graves match-up is fairly dependent on your ability to dodge his skillshots using your Relentless Pursuit. He can easily burst you down if you allow him to, so engage and trade whenever his abilities are on cool-down or you are confident in dodging his buckshot and collateral damage.
Caitlyn
The range disparity between Lucian and Caitlyn is extremely noticeable and she is easily able to whittle you down with her long-range poke. In this specific match-up I would be hesitant to relentless pursuit forward unless I am sure I am able to use Piercing Light. If you allow her to E right after your Relentless Pursuit she is easily able to trade much more effectively as you struggle to catch-up or run away, giving her free reign on auto-attacking you. Play smart and wait for your support to engage, or ask for jungle ganks alternatively.
Draven
The Draven match-up is difficult, due to your low range and his ability to punish you getting close is annoying to say the least. You want to harass him as much as possible through the creeps with your Piercing Light and then with a coordinated attack with your support (or a jungle gank) all-in the Draven.
