Your goal with this build 1 is simple: kill. your. laner.
This will start your dark seals stacks going, and due to the way your runes and masteries are skewed you will have a lot of kill potential starting from level one.
Don't be afraid to do trades, as you will almost always come out ahead if you disintergrate with stun +2 autos for the thunderlords proc, and more often than not level 2 all ins will be enough to secure a kill.
Be careful of ganks around 3-4 mins into the game, as annie has little to no escape without flash (which you want to be using aggressively)
tl;dr, trade aggressively, get a couple kills beneath your feet, and by the time mid game comes around you should be able to one shot everyone with your rotation.

build #2 seeks to be a tanky, yet formidable threat to the backline with your full combo, which has high base damage (augumented further by flat magic pen runes and liandry's torment + sorc boots). In lane, just farm for your catalyst of aeons and blasting rod. The earlier you get to building your rod of ages, the faster you can scale with it!
depending on your matchup, it may be wise to also invest in an early seeker's armguard or negatron cloak to build into zhonya's hourglass or abyssal sceptre as your second item, as both of these items negate a lot of ad/ap damage and allows for outplay/increased damage respectively. mid-late game, you want to look to peel for your ad carry or flash ult their carries, depending on whether or not you have your flash up. while you are fairly tanky with the items listed, YOU ARE NOT AN ACTUAL TANK. do not engage 1v5 if your team is not there to follow you up.

I cannot stress this enough.
Roam. Botlane.
once you have 1-2 kills on your laner, push the wave into their turret, and roam botlane. it's an easy double kill for you and sets you up for objectives such as the drake or botlane turret (first turret blood is a LOT of gold)
Even with all that aside, botlane in general is also very snowbally, so giving your adc 1-2 assist or kills with a good impactful roam will sometimes downright win you that lane.
