Even Nyjacky, originally known for his veigar and morgana, thinks morgana is in a pretty bad state right now. She can't win any lane for **** compared to the current mids, her roam is completely a coin toss (Q pretty unreliable), and she is an ap carry that has to virtually suicide to be useful in teamfights. Granted, a good ult is amazing, but it is hard to get a really strong ult on, and especially with warmogs meta, even getting a good ult on the carries probably won't be enough to kill them. And then she dies, and the fight is a 4v5.
Also added in veigar =o He's aight but loses most matchups and besides his burst on one guy and the long CD stun, he's kinda a sitting duck in teamfights. Also loses most matchups early on.

Wouldn't Brand be a good/better/decent pick, due to health stacking? Also, thoughts on AP Teemo mid lane? :P You should add little notes about each champion into your original post for clarification. Pretty interesting reading why you've put certain champions on their respective tiers.
Health stacking isn't really a good reason for him. The reality of the matter is in the wide spectrum of things, that passive is only gonna tick for a tiny bit more than it may have in teamfights. It's all about the utility and damage you can provide, and Brand only shines in one aspect. His opening burst is insane, but pretty inconsistent -- it relies on you hitting your W after you already get an E or Q on them, and an ult that won't fizz or only hit minions -- that's why the best place to fight with him on your team is in the jungle which is easy to avoid. And once his semi-inconsistent burst it out, he is literally useless.
AP Teemo mid is pretty meh. It kinda works but most lanes it gets **** on. The only real reason it was somewhat popular and worked end of s2 is because people didn't know how to play against it, and Kayle and Akali, who completely **** all over him, weren't big.
As to tier placement rationale, I'm not really going to take the time to say why every single champ specifically belongs there, but I'll be glad to answer every question. So if anyone has a question as to why I placed someone where I did feel free to ask and I'll respond with a story =o
Also a side note: Mordekaiser works really good against bruisers because of his shield. Unfortunately most AP's just beat him. He's still my go-to mid whenever I see a panth :D

TF could be bumped up a tier imo. After all, he has some of the longest range poke in the game, has good wave clear, excellent mana sustain, and godlike roaming due to his ult.
Talon might also do with a bump up the list a bit I feel, especially after the change to ArPen.
I'm presuming this is a list for SoloQ - might be worth putting that in the OP to clarify.

WTF Tier: Kayle, Lux, Akali
Tier 1: Twisted Fate, Nidalee, Ryze, Orianna, Anivia, Rumble, Jayce, Syndra, Katarina, Kha'zix
Tier 2: Kassadin, Wukong, Xerath, Diana, Ahri, Lee Sin, Jarvan IV, Zed, Evelynn, Zyra, Cho'Gath, Pantheon, Gragas, Ziggs, Master Yi, Fizz, Janna, Cassiopeia
Tier 3: Veigar, Annie, Morgana, Brand, Sion, Teemo, Mordekaiser, Talon, Zilean, Swain, Vladimir, Kennen, Malzahar
Tier 4: anyone else
WTF Tier: These champs are just the best right now. Extremely hard, if even possible, to beat in lane, and provide so much for their team, have amazing roaming, crazy poke, push, clear, etc. Work great with a variety of different team comps as well.
Tier 1: This guys are almost as strong as the WTF tier but are not as easy to do so well on, and often lack something the WTF Tiers don't, whether it be roaming power, poke, etc. They may also have a bit more difficult time winning lanes early on. They are still top notch mid picks, however.
Tier 2: These guys are pretty strong as well, but they provide something that the tier 1's and WTF's don't, and generally lose more matchups/aren't as strong in lane/aren't as strong roaming. They can still carry as hard as the tier 1's but are a bit harder to do as well with, and some of them are niche picks, or require specific team comps to really excel.
Tier 3: These champs can still do well in various matchups but are generally riskier picks; if you do not know how to play them well or if you do not fit a team comp around them, they may not perform well. As well, their roaming power and utility just doesn't compare to people of higher tiers. The ones that do roam well need a big early advantage and a good team to back them up or else they will just fall off. Can still do really well with them, but they are very niche picks.
Tier 4: All the other AP mids still can do decently, but pale in comparison to their superiors in lane strength, roaming potential, and teamfight strength.
