Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

Nocturne and Cho'Gath, but you should know wich champ to play before you start ranked. The price doesn't have to do anything with the champion. All new champs start with the highest price, older champs are 4800, then 3150 and so on.The older the champion, the cheaper. So the prices are from new to old.
Old champions are good too.
I wouldn't actually buy random champions because that's just a waste of IP.
Always try the free champions and use your best champion in ranked.
NEVER first time champions in ranked and be prepared to take any role.
I know i'm not level 30 yet, but my friends learned me a lot about ranked, and draft pick is like ranked for summonners under 30.
