He was alot more powerful in s2, when the minions health was more evenly dispersed. Now he has a harder time clearing the jungle, and it isnt as fast. He still brings insane CC and his ganks are just nuts, but he isnt as strong as he used to be.

Ya but even in S2 he was still very underplayed but machete and spirit stone being cheaper should help his clear times no? though hes as blue dependant as lets say

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

was my main jungler in s2....in pre-s3 i've played maybe 5 games with him.... i'm really sad cause i really love his set but , as said before, he is too slow in clearing and take really too much damage...too much counter junglable really hard to be effective for me. So i stopped play him :(

Nautilus is perfectly fine. I think the only reason he isn't picked very often is because Amumu, Cho'Gath and Maokai tend to perform similar jobs a little better. He also clears slower than all three of them.
He's not bad though. My team wanted a high-CC jungler and Amumu and Maokai were both banned, so I went Nautilus and it was fine. I'd say he's a bit more blue dependent than the others, but once you have 2 or 3 points in
Titan's Wrath it's pretty smooth-sailing. He's also a lot like Maokai in that he can gank early and often with relative ease, should there be early gank opportunities.

Nautilus isn't picked often because his starting HP and armor got nerfed really hard soon after his release. On release he was simply too strong; his kit is amazing, and since he was innately tanky he was a gank monster early game. So Riot hit him with a nerf bat, and how he's simply too squishy early game. This, combined with the issues mentioned above, have made him a lot less popular.
For reference, Naut has 15.25 armor at level 1, while Malphite, Maokai, and Amumu (all of whom are similar junglers) have over 21. Since none of these champions have good level 1 clearing, 6-7 armor really matters.
Also, Naut's shield is pretty much useless for clearing at level 1. Normal camps will take it down in just a few hits, and buffs will take it down in only two, so you'll only get one or two attacks with the shield up to proc its damage effect until you have several ranks in it and some more HP.

I run
Greater Mark of Attack Speed,
Greater Seal of Armor,
Greater Glyph of Magic Resist, and
Greater Quintessence of Gold. Full tank/utility masteries.
I until recently ran one
Greater Quintessence of Armor to help, but after testing season 3 masteries I felt it was unnecessary. I still like naut, but riot really hurt his early game. He is a beast with
Sunfire Aegis though. Run him a little AP pen build like
Elise or
Sejuani?
