I listed all of the -notable- solo tops I could think of for any elo. Any other champions I didn't mention (unless I forgot them) simply don't belong there. Some of the champs I mentioned CAN solo top, but are better off elsewhere. Some should solo top, but are just UP atm (like Mundo).
If we were talking viable-at-high-elo solo tops, the list would probably be less than half the size. As it is, I don't think that's what the OP was asking.

I almost excluslively play unranked, but I like Olaf as a solo top. He's really flexible in that he can hold his own in most 1v2s and still get enough farm to be effective early and into mid (when his jungler comes to gank, and even sometimes just by himself, he can clear the lane of both enemy champs), and he's dominant against most match-ups 1v1 because of how much unresisted damage he outputs, combined with his sustain/survivability thanks to W and his passive. Maokai does well in a 1v1 lane, but runs into severe mana problems 1v2, to the point where I doubt Clarity would even make up for it, and the same goes for melee-only champs such as Riven, Garen and Tryndamere.
I guess there's a certain element of unpredictability to low ELO that makes Olaf such a safe choice, though. I can't really name a champ I've faced who's hard-countered me by himself, with the closest being a soft-counter from a Tristana who literally just constantly chugged health potions the entire laning phase to outlast me, and I doubt it would happen again, because I just didn't know how to deal with it, and the other closest thing being an actual skilled Tryndamere with good jungle support against me with poor jungle support.

Olaf is one of my favorites for solo top. Annoy with Axe, farm, if he gets smart just E him, and farm again to get health back. So easy.
