Honestly balancing the stacking items is more or less impossible, they really can't buff them without risking them being too powerful. Mejai's in particular is already extremely nasty if they can get it up to near max stacks, especially if they also have a deathcap.
On the other hand, if they're left at low stacks they're pretty useless. It's just a difficult type of item to balance properly.

Hmm, maybe increase the maximal stacks to 30 and lower the stast gained by it. But it should still be more than before at 25+ stacks.
For that, it gets an extremly powerfull thing at 30 stacks.
Mejajs: Increase AP by 30%
Occult: Increase AD by 30%
Leviathan: Increase HP by 30%
Or something like that^^.
If you can get the stacks, you normally already won the game. That way, it make it possible for a quick end.

Thats why it get that strong passive if at 30 stacks^^.
Or you get +5% of the stat at 20 stacks and + 25% of the stat at 30 stacks^^.

Executioner's Calling - The active is called Grievous Wound, not Mortal Strike. That's why I was confused at the MS acronym. Leviathan: Honestly I wouldn't care if Levi and SotO were removed from the game. I don't find that they enhance gameplay at all, they just help one team steamroll even more. Mejai's Soulstealer is still useful for certain champions like Lux, Anivia and some supports though, so I would want to keep that.

I've never seen someone getting Leviathan. It is an awesome item if you get 20 stacks, but useless if you dont. If you want HP, just get Warmogs, theres no risk of losing the HP.
Sword of the occult is hard to see, but some kats and shacos buy it when they see that they'll get fed easily. Still, they are squishy and that make losing stacks kinda easy (if they dont kill the enemy first, that is).

The common disadvantage is that the champions who get those items tend to be focused more and more.
