HOVER EACH CHAMPION TO SEE WHAT I PERSONALLY RECOMMEND. EACH CHAMP IS RATED FOR SOLO Q EXPERIENCE DISREGARDING CHAMP SYNERGIES.
As with all URFs, DON'T BUILD Boots unless you have Predator or if your champ REALLY needs them (ie. Zoomies Jhin or Briar sometimes).
I'll put a note if Boots are "needed/recommended".

Broken Items Mini-Tier List (only listing the ones affected by haste):
S - Unending Despair | Heartsteel | Fimbulwinter | Profane Hydra | Sundered Sky | Eclipse | Imperial Mandate
A - Hextech Alternator | Titanic Hydra | Verdant Barrier | Banshee's Veil | Edge of Night
B - Youmuu's Ghostblade | Luden's Companion
Rest aren't worth mentioning really, Hextech Rocketbelt is 8 seconds cd and it's the next best one.
Also sometimes Verdant Barrier bugs out and goes on full CD. Not sure what the cause is.
Summoner Spells
Flash Ghost on almost everyone unless stated that Exhaust cringe or something else is better.
There are some cases as a squishy hypercarry (ex. ADC) where you'll want Cleanse.
Best Secondary Runes (In order from top to bottom)
Precision (not ADC) - Tenacity & Damage Amp - Legend: Tenacity + Coup de Grace or Last Stand
Sorcery - Movespeed - Nimbus Cloak + Celerity | (Note: Most fun)
Resolve - Tankiness - Conditioning + Overgrowth or Revitalize ( Shield Bash instead if your champ has shields or builds Fimbulwinter / Eclipse)
Precision (ADC) - Attack Speed - Legend: Alacrity + Coup de Grace or Cut Down (90% of the time it's Cut Down cuz of tanks in URF)
Sorcery - Most Raw AD/AP - Absolute Focus + Gathering Storm
Domination - More Damage - Any 1st Row + Eyeball Collection ( Cheap Shot > Sudden Impact > Taste of Blood)
I see 0 reason to ever take Inspiration.
Scorch is also really good on all the DoT champions.
Also always take the Tenacity & Slow Resist Shard on pretty much everyone unless no CC exists (reduceable duration slows included).
Keystone Mini-Tier List
S - Conqueror | Hail of Blades
A - Lethal Tempo | Electrocute | Guardian
B - Phase Rush | Arcane Comet | Fleet Footwork | Press the Attack
C - Predator | Grasp of the Undying | Summon Aery
D - Aftershock | Dark Harvest
Everything else pretty much don't bother with.
First Strike and Glacial Augment are also good but require you to take 3 Inspiration runes, which are kinda bad in URF so don't bother imo.
Items are recommended. If it has an asterisk (*), it's HIGHLY recommended or completely necessary for the build/champ to work.
Side note: You can easily reach 93+% tenacity through runes + Elixir of Iron + 2 tenacity items ( Mercury's Treads + Sterak's Gage or Wit's End). Do this if against heavy CC. If you buy all 3 you get 100% Tenacity (technically 99.5% or something).
Side note 2: As burst AP against people with Spell Shields, consider Hextech Rocketbelt to pop them (useful for champs like Malphite).
Side note 3: In item recommendations, the slashes (/) don't just mean build one or the other, you can build both and definitely should if they have an asterisk (*). It's just a general guideline to build at least 1 item from each row (* = build one of these before moving on).
Side note 4: Anything C tier or above can carry games. You don't HAVE to only pick S tiers. Have fun with the mode, try it all out.

Edit: Alright finally played it. His early game is actually way stronger than I thought, you can play pretty aggressive in lane and then of course you scale too. I'd say top-ish of A tier, right below Lethality Kalista that I just discovered still works lol.
Edit: Alright, EXTREMELY good scaling, oneshots basically anyone. Problem is his early game (pre-6) and spellshields making ulting a bit tricky since you gotta pop em first. Exhaust also sucks to face but can be countered by just ulting and combo'ing from outside exhaust range.
At the very least, I'm fairly certain noone else is joining the S tier anytime soon.
Also just now realizing that you guys can't read some of the notes huh? (some go off screen). No idea what the fix to this is, I think it's just how Mobafire formatted their site. For now I can just put a duplicate champion in front of the offenders (seems to be 1st champ in each tier's 2nd+ rows that are affected).
He has no way to deal with anyone in the S or A+ tiers and also loses to a few in the A tier.
Edit: Okay yeah I played it, the damage output is absolutely ridiculous. 100% needs people to peel/support him though.
I'd say A tier with no help, S tier with someone to peel.
Edit: I think people are done tryharding? I definitely have pretty high URF MMR but I'm not seeing many S tier picks (also seeing more S tier bans ty people). Actually having a fun time trying new stuff now (Kled and Ornn were fun surprise good picks).
