Edit: Forgot to add that I always take Barrier or Cleanse. Barrier against champs like Tristana, Caitlyn, Jinx, etc. so I can protect my ADC or myself if needed and Cleanse against champions like Thresh. In my opinion you shouldn't even get close enough to be able to use Exhaust or Ignite. Lux is a long range champion and in my opinion Exhaust and Ignite won't be so good outside of laning, but my options will.
Maxing Q over E
- While maxing
Lux is mainly a poke support - which means that your job is to whittle down the enemy before they even get to touch you. Doing this with E is much more efficient mana and damage wise because:
1. It is very rare to miss E due to its size.
2. It hits all enemies in the area, allowing you to hit several champions at once.
3. If you see the chance to kill, you have the E slow to follow up with your Q and proceed to go all in.
While Q has a stronger AP scaling and lower mana cost, it is harder to hit than E because of its smaller size, the fact that it can only hit up to two enemies (meaning that most of the time you'll only be hitting one champion unless they're positioning horribly). Failing to hit your Q means that your overall efficiency is 0, since you have:
1) Wasted mana
2) Left yourself exposed to an enemy all-in (The most feared part of
Hextech Revolver start

You NEED passive gold generation. Basing gold gain completely off assists is a risk too big to assume for the very small reward it offers. Not to mention that if you build
Barrier or Cleanse vs. Ignite/Exhaust
Not worth.

Frostfang first isn't bad per sé, but it is much more risky because you're left vulnerable to two things: all-ins (lack of health) and ganks (lack of wards). Sightstone typically outearns Frostfang by a sizeable margin because it denies the enemy gold that way. The times I do get Frostfang first, I do so because I have a favourable matchup and want to destroy them as hard as possible through the extra AP and mana regen you get from the item. It remains a greedy thing to do and not to be recommended to inexperienced players.
Also, correct me if I'm wrong but your maths assume that you make optimal use of the tribute passive (proc when off cooldown). Unless you're playing against really poor players, you generally won't be able to get these procs off all the time because you have to be somewhat smart about trading hits.
