I'd rather see Mercury's Treads and Shurelya's Reverie instead of Ionian Boots of Lucidity and Eleisa's Miracle.
Also Athene's Unholy Grail + Archangel's Staff = unnecessary. Better replace Archangel's Staff with something else... how about a Rabadon's Deathcap? :D

That starting combonation with my masteries gives me the 40% cdr, and a good level of mana regeneration to allow constant spam of my spells to support allies, or to harass my opponent depending on the cur***stances. Which also allows for the fast capping of ToG for when I go up to archangels staff. This is especially helpful due to Lulu's average mana cost on spells, but very low comparable mana early on (200 base at level 1, while help pix costs 60 mana level 1, or glitterlance 40 at level 1) So it gives her some much needed sustain in the shortterm without hampering myself in the longterm.
After that I work towards WotA and RoA to give me a strong hit to my AP at the midgame so my skills don't fall off while still making myself out to be a threat. and being able to reduce my spells from 7 to 4 seconds (glitterlance) 12 to 7 seconds (whimsy) 10 to 6 (help pix), and 80 to 48 (Wild growth.) while always having the mana to use these spells constantly allows for constant help in team fights instead of a buff dump then run which without the CDR would be what lulu has. It's either Rvelrie or miricle depending on the level of CC I'm going up against.

Well both athene's AND archangel's is just redundant.
Taking Mercs and Shurelya's over Eleisa's and Ionian just because you get that bonus effect from Shurelya's and the rest remains pretty much the same.

Be supprised just how important those cdr is on Lulu, so unless I trade out archangels and boots for say nashors tooth to keep that cooldown cap, it just seems like a meh idea is all. Revelrie one makes sense though.

So what would you suggest instead of archangels? Rabadons is fine as a final game goal, but this isn't exactly a cheap build at the moment for a character who won't be receving a lot of gold (Even with 5 from quints/masteries, and 5 from phil stone.

That's 40% CDR. You can also make up the last 10% with masteries or blue buff. There's really no need for another CDR item to hit the cap.
Judging by your rather expensive build with a lot of AP, you should definitely have a
