It forces you to make choices in case you desire to make the best out of some ability. These choices can be spent through Runes, Masteries or Item builds. I've seen some Nasus with ap runes/masteries simply so they can gain some space using 
Spirit Fire early game, which will dish good damage. Is this a good/bad plan? Who knows, but it was considered BECAUSE riot gave him that scaling

If Powerball scaled off move-speed, then that means it gains more damage the longer you're in that state.

I am kind of very angry with rammus right now. Annie can tank better with Molten Shield and some spell vamp than he can with his Defensive Ball Curl.

IT doesn't get bonus damage from the armor that he gets from the ability. I am pretty sure I remember it used to. Even if you get a Thornmail and a Frozen Heart you wont have enough extra armor to match annie's 160 return damage at 500 ap for every auto attack she is struck by. Yeah that's a lot to spell vamp for every auto attack, 20% spell vamp is basically 20% damage reduction against non critting auto attacks when you get that far. I tanked a noc with wriggles and berzerker's grieves with just armor seals, 2 Doran's Rings and a Hextech Revolver and level 3 Molten Shield. He stopped trying to kill me when molten shield was up but with cdr it was up most of the time.

2. getting weird item mixes like RoA on rammus does create a problem; it takes the place of an item he could make better use of, like Banshee's Veil. Yes RoA does give good defensive stats, but BV usually leaves you better of as most of the stats RoA gives you could easily be covered by other items already in you build that overall would improve you durability
