Also, Cleaver is more of a situational thing, LW is generally better.

I dont know if you have really seen all three approaches in my guide for building up Garen:
You need to skip through the these 3 Appraoch Suggestions at the top of the Cheat Sheet, where you see the 3 Icons of Garen!
If you have the fealing you need early Crit Boosts, go for the second Approach. Example Final Build:
The Build Suggestions were intended to give you Inspiration for building up a good itemset for Garen. Finally you have to chose your items depending on the match situation by replacing or flipping order. ;-3
Go through the item section in my guide, you will find more explanations about the item builds of all approaches. Whenever i play Garen, i look at the enemy team (AP Heavy? AD Heavy?), then who is my Top Lane Enemy (easy, medium or hard), then i decide which Approach will do the best for the match. If i have an easy Lane Enemy, im trying to finish Core "Aggression" with IE Rush and adapt the Core at Midgame to deal best with the other Team Enemies. If it is a Lane Enemy with some AP Damage, i go for "Sustain".

you have tried a new build. It looks similar to spin2crit core except the 4th item is not infinity blade, but maw. your positive vote is due to your effort and I have already considered your some ideas and gained some p.o.v. by the aid of ur effort.
But first to say, I do not agree with 4th item which is maw. On going to the late game we are competing with the heavy AD guys with fast attack, an evasion skill and immense life stealing. In most cases we already dominate mages if we can close the gap. But AD auto attackers with life steal are our worst enemy on 1 on 1 mid/late game. Xin Zhao for instance. Our only hope is to ambush the ad carries from a close distance and in strong champions which excel 1 on 1 our only hope is to use the exhaust spell to decrease life stealing effects and inflict our justice with even more ap bonus for other carry. Garen is trash when he is on cooldown. Only thing he can do is to inflict demacian justice from a short distance to finish of an enemy. With rivals like these, you need to inflict so severe wounds that they cannot heal for that our 4th item must be as offensive as possible. In your core we do not have crit which increases the damage of q greatly. a crit can mean a win. Therefore, if there is no VERY TROUBLESOME ap players on the other side, forget even Hexdrinker. Otherwise go for Hexdrinker and wait until infinity edge is completed to upgrade hex to maw seems to be a good choice. However, advantage of your build is to ignore death in teamfights by ap carries which is crucially beneficial. Still I vote for increased effectiveness of q and e
