Alright, so I've started to play quite a bit of Singed. I think he's a really fun champ, and I enjoy playing him, even if I get ripped a new one by the enemy. But I've been pondering my build a little. Currently, I tend to use:

Tear of the Goddess
Merc's Treads
Rylai's
Archangels
Liandrys

Of course with variations. The last 2 items are often pure defensive items, like Frozen Heart or Banshees. But I was wondering, this is a rather offensive build complared to others I've seen. Would it be better to to build tanky? I'm not the best Singed player, but I am Level 30 and consider myself about average.

even though you can probably sustain the use of gas a bit more with tear, catalyst is safer and i've seen a few that ignore tear for this.
i don't have issues with your choices, but i'm not a singed player.

Apart from the archangels it's not a bad way to start a build but as singed you benefit a lot from RoA for its survivability. Yes it would probably be better to build tanky, would you rather have say, a 6000 HP singed that runs around providing still heavy damage in teamfights and also never dies or would you rather have a squishier singed that dies easier and probably won't do as much damage throughout the fight? Always remember that even if you build tanky your ult gives you quite a lot of damage and it lasts longer than most teamfights go for.
If I have helped in anyway at all a +rep will be appreciated lots
Thanks to LaCorpse, Hogopogo and JhoiJhoi for the amazing sigs

Thanks a lot for the help guys, really appreciated. Guess I'll try to make my build a slight bit tankier then.

The thing about Singed is that he gets tanky AND does damage. You should take advantage of this. I like to go all out with him, getting in the midst of things and annoying the **** out of everybody.

Rod of Ages: It helps a lot, and if you're not that used to playing him it's a must have item.

I'm currently building him like this:
Start whatever you like, depends on map. Don't overlook Doran's Shield.
Tear of the Goddess
Boots of Swiftness (alacrity or homeguard). If enemy team has lots of CC and APs are dangerous, get Mercury's Treads.
Rylai's Crystal Scepter
Liandry's Torment
Seraph's Embrace

This is always. Usually I get Liandry's Torment as a 5th item and get a defensive one first (I always build 2 defensive items):

Abyssal Mask first if double AP threat.
then Thornmail or Frozen Heart if heavy AD.

I've also been testing out Iceborn Gauntlet and I'm surprised by it. Gives you armor, CDR, mana (thus HP), and AP. Spellblade is icing on the cake and the small AoE slow is also useful against people with MS steroids.

Haven't had a bad Singed game in forever with this build

Destroyed Sheen + Destroyed Glacial = Destroyed Gauntlet.

Quoted:
Slow outclassed by
You don't want any excess mana
That means you are paying 3250g for 40 AP, 500/4 HP, 60 Armor, 10% cooldown reduction and the proc damage? No thank you

Also, you don't want any excess mana stacking on Singed. This is why you also don't want Frozen Heart and Thornmail is better. Also, since the Insanity Potion change Mercury's Treads are a must.

Like others have said Rod of Ages is a GREAT item, and is both offensive and defensive. That alone is enough to make you somewhat tanky (not only from hp, but from mana due to Empowered Bulwark).
