she is a poke support now and her Q is so easy to land. Even the slow part. thus you can use your heal on your carry and then heal your self with Q, but your main objective is to poke them away so their carry can't CS. And you're right, the root is hard to land. no one's that stupid to stay in the circle. Even if they still don't know what it does, It's a circle the enemy made on the ground :D. But the silence is awesome to protect your carry. and some nice trick i used in the late game was I healed heimers torrent and they just stayed there for ever LOL.

Only experienced a
Soraka once when I was levelling up my NA account (since my main server wasn't patched yet), and I felt that her Q is an extremely potent spell.
Her E is more of a zoning spell now, and her Q is, as everybody said, easy to land. It's not too easy to focus
Soraka in lane still, at least to me, since she has her Q to heal back up and E to make enemies back off.
Nothing much to say for the moment, and her
Astral Infusion should be renamed to Transfusion, since obviously she sacrifices her health to heal.

I've been maxing E > Q > W or taking 2 to 3 points in E and then going Q > W > E. I really like the E and with a decent teamcomp you can easily a) deny enemy's AP carry completely and b) root the enemies so that they can't do anything to escape
I max Q if we do not have a good team comp though because, well, no point in maxing E if your team can't coordinate with you or do not have enough CC to keep them in place for 1 second.
As for runes I have been running:
greater mark of hybrid penetration,
Greater Seal of Health,
Greater Glyph of Scaling Magic Resist and
Greater Glyph of Mana Regeneration and
Greater Quintessence of Armor and one
Greater Quintessence of Ability Power and that's what seems to work for me.
