Renekton early game is VERY, VERY busted. He can win trades often against Mordekaiser until lvl 6, and even then, he can still win them afterwards. If you're facing against this annoying piece of... then you might want to take double armor in your rune page for special measure. If the Renekton is being aggressive, try to stay distance to cancel his secondary dash on his E, and use your W for lane sustain. Build Zhonyas Hourglass first for the extra armor and bamboozle, and you have a fighting chance against him mid game.
Darius
Darius early game is also one to worry about deeply. If you miss your skillshots, you're heavily vulnerable to his pull and passive. If he has ghost, Darius can make you miss some skillshots even more when he runs after you or running away FROM you. Your best option is to find a safe distance from him and try to threaten him with your passive. If he misses any of his skillshots, you can most likely find that weakpoint and try to win a trade.
Gangplank
Gangplank can do a lots of damage once he gets sheen. The best thing for you to do against him is to try to start a trade against GP. That way if you see him use his orange, you can send him to the Realm of Death. If you don't time it carefully and use your ult too early, he'll just eat his orange and escape the realm of death. You can still kill him since you'd still have the stats for 7 seconds. It'd just be hard to since he could get movement speed and run back to turret or his jungler.
Sett
Sett was a heavy bullying champ when he was first released. But after a couple of nerfs, he doesn't pose a MAJOR threat to Mordekaiser like he did back then. Luckily for Mordekaiser, his W can block almost all of the true damage from Sett's W early! Pretty neat, huh? Even better: if you time your E right, you can move Sett to the opposite direction and make him miss his Haymaker entirely!
Akali
Oh gosh... I used to fear her back in 10.2. But now that her early game has been almost depleted, she is pretty weak. Although be warned, even though she can't do a whole lot to you early, she can still trick you. If you try to ult her when she uses her W, your ult won't activate. In some cases (with bugs mostly), it will go on cooldown. Good Akali mains will find something to beat you in, so use your advantages very well early if you can.
Garen
The most evenly matched opponents in top lane in my opinion. Even though garen got nerfed, he still can win against you early game and pull himself ahead. Luckily for you, you can 1v2 to an extent if his jungler comes. Plus, you have a better powerspike mid game than Garen.
Irelia
Oh yeah. Irelia with sorcery can 1v1 you at lvl 1, obviously. But at lvl 3, it might be a different story. Just don't miss your E, or she'll win the trade heavily on you. Oh yeah, and please freeze the wave on her early. Always.
Yorick
Yorick's minions can be quite annoying. Luckily for you, you might not see him all the time in low elo, and he might not even show up in general. He still is annoying asf though.
Aatrox
The downfall of Aatrox from 9.9 to 9.18 caused Mordekaiser to become basically the king of top lane. If you're fighting an aatrox, his Q cc can be annoying. But it has a long cooldown too. Just build morellonomicon against him, or in some situations, even bramble vest. Cause grievous wounds to him and cut off his healing.
Illaoi
Illaoi, just like Irelia, can kick you out early. Luckily at lvl 6, if you see her slam into the ground (A.K.A using her ult), banish her to the realm of death so she can be isolated from her tentacles. She'd be useless basically.
Jayce
We're not gonna even talk about this dude. Just dodge his skillshots.
Jarvan IV
Jarvan is super strong with Mordekaiser. Mainly because the two have terrain type ults that you can't escape, but mainly more than that. You can teleport to his flag when he comes top. You can bully the top laner by using his ult then yours. It's the most ideal synergy for the two.
Jax
Jax with Mordekaiser top is a strong combo. You can start by pulling them in with your E, then Jax, jumps on them using his E, stunning them. It causes them to use a summoner spell, or even at best, get the kill on the enemy top laner/jungler.
Skarner
Skarner with ult is deadly to the top laner, especially if they have no summoners. The combo is that if he supresses them, you can drag them in and then get your passive on. In necessary cases, however, you might need to use your ult (i.e skarner is low health). It's another pretty strong combo if you ask me.
Wukong
Wukong is more or less the cleanup crew for top lane if you die. But when you're still alive, he can turn out okay. He can just distract the opponent while you do the main damage.
