LeBlanc has a higher burst in lane, a extremely annoying mobility to deal with, and a roaming potentional better than yours. Basically for you to win this lane is because LeBlanc has to commit mistakes.
Introduction

In most matchups you’ll be facing champions that won’t allow you to trade damage until lvl 6, since you’ll be tanking minions and the enemy champion if you try to jump on them. That forces you to safely farm until lvl 6 and go all-in. In this case, you won’t need AD runes in the early game, as you won’t trade much damage with AA, so this rune page is recommended.

When you’re facing an AD-based champion, however, you can change the HP/Lvl seals dor flat Armor seals. You should also change Armor Pen quints to AD, because in most AD matchups you’ll trade much more damage with AAs and Spells in early. The rune page is displayed below.
