(stop playing norms) Good Shroom Placement in lane is a game changer. Don't waste too many to farm. Keep the access points to your lane blocked off with shrooms at all times. ALWAYS KEEP 1 SHROOM READY.
Dr. Mundo
Mundo is your worst nightmare. His Magic Resist and HP scaling, absurd healing, and damage will render you useless in lane phase post lvl. 6. Do as much dmg to him as you can before lvl 6 because, afterwards, you won't stand a chance without help from your jungler.
Tahm Kench
Kench is very difficult to deal with due to his sheer tankiness and damage. He is also a CC machine if you don't stand behind your wave. Keep poking from as far as you can and go in for the kill ONLY when you know you can kill without being eaten. Godspeed.
Volibear
Your only way to "win" against Volibear is to farm, farm, farm until you have Guinsoo's Rageblade. Granted that you haven't fed him prior to the purchase, it will still be difficult without help from your jungler.
Jayce
If you're facing a high-elo Jayce, he will make your lane phase extremely difficult. Post lvl.3, he will do everything he can do zone you from your cs. Farm as much as possible and ask for ganks.
Pantheon
1. MAX YOUR (Q).
2. SPAM THAT SHIT.
3. Don't let him jump on you.
A highly dangerous match up for unexperienced Teemo's due to his burst potential. However, you will beat him 100% if you can max (Q) and pull those things off.
Rumble
Not a fun lane to be in. If you don't keep your distance, he will cook you to death quite easily. Farm as much as possible, invest at least 2 points in (Q) to poke/fend him off, and ask for help.
Darius
Darius will either come out of lane phase 3/0 or 0/3 against you. Your success will depend purely upon your ability to dodge his pulls. He is absolutely powerless against you from distance. However if you do get pulled, make sure to throw shrooms and escape his range ASAP. Also, if you are fighting to the death where escape is not an option and Darius tries to (Q) you, FLASH RIGHT ONTO HIM to avoid the outer-range of his (Q). Fight. It will save you (and grant you a kill) more often than not.
Heimerdinger
Donger doesn't pose an immediate/constant threat against you in lane as long as you dodge grenades and keep your distance. But he will eat up your mana very quickly as you try to wave clear, last hit or poke under tower (where you will find yourself constantly). Use your Teleport wisely in order to lose the least amount of XP and gold. Solo killing him is nearly impossible due to his turrets.
Olaf
His axes are troublesome. If you fail to dodge his axe, he will chase you down and spam (Q) & (E) until you are dead. He's also a pain in the ass post lvl. 6 due to his immunity to CC. Exercise caution and sidestep his axes.
Malphite
His (Q) is very annoying in lane, but remember that he can only spam it for so long due to its high mana cost. If you are looking to get solo kills out of this match-up, it's important to keep poking to prevent his passive shield from going up. Try to invest 2 early points in (Q) and poke him with it when his shield is down. If his ult hits you post lvl. 6, you cannot outrun him so do NOT waste Flash in efforts to escape. Stay, spam shrooms, and fight to the death.
Maokai
Choose Build #2 against Maokai. It's best to freeze lane and farm in this match up. Otherwise, he will bind you with his ult on his half of the lane, leaving you open to ganks and the full wrath of his combos. As always: if you know you cannot outrun him, spam shrooms and fight him to the death.
Jarvan IV
Dodging his skills is absolutely crucial for your success against him. Sidestep his flags & dashes and hit him with the (E) + (Q) combo. Stick to him and auto during his Cooldowns. Back off, repeat. Post lvl. 6, try to have your Blind available when j4 ults you in. It will, at least, save you from lethal damage. Right after that (Q), shroom him immediately and decide whether you should run or all-in for the kill.
Camille
Interesting match-up. It's hard to tell where this can go. Her mission is to get you low with her (W) and go in for the kill. The key is to not allow that to happen. Stay at max range, poke, and farm. At close quarters, save your Blind for her second (Q) auto.
Ornn
I usually just dodge when Ornn is picked against my team (not solely because of his annoying lane phase). Do NOT get hit with his abilities, or you will come out of the trade with half of your HP gone every time. Farm, poke with (Q), and ask for ganks.
Cho'Gath
The difficulty of this match-up depends highly on the enemy Cho's ability to land his Spikes (both his [E] and [Q]) and Silence. He is just like Darius in that, if you can dodge all of his abilities, you can deny him lots of CS and solo kill him while suffering minimal loss of HP. However if you can't dodge his skills, he will eat you alive. Literally.
Nasus
Oh, you thought Teemo counters Nasus? Think again. A good Teemo can harass Nasus and keep him from stacking for the first 15 minutes. After that point, a tilt-proof Nasus will destroy you with a little Magic Resist and a few stacks. When he reaches that point, don't get in his Wither (a "slow") range. Keep him down with the help of your jungler.
Yasuo
Skill match-up. A good Yasuo who knows how to use (E) can be difficult to deal with. Always have at least one charge of shroom ready to go in the case he tries to all-in. As long as you 1. Bait out his Wind Wall 2. Dodge his ults, you should always come out as the winner.
Riven
Skill match-up. Don't be intimidated by her reputation. She is extremely vulnerable after using up her (Q) combos. As long as you're mindful of her cooldowns, feel free to harass her in lane. You don't want to be in her range when all her abilities are up. She will easily burst you down to death if you let her catch you. Post lvl. 6, the best thing you can do is to bait out her ult, wait it out, then continue giving her the usual Teemo business.
Fiora
Skill match-up. Bait out her Parry. Keep your distance when her mark on you is facing her direction. Otherwise, you can be pretty aggressive pre lvl. 6. If you're having trouble kiting her ult, you could replace Liandry's Torment with Morellonomicon. I don't like to do this but a good Fiora may make you.
Irelia
Skill match-up. At first keep your distance, poke, and observe her play style. She is the most vulnerable when she misses her stun. When she's low HP and without her stun, stick to her like a dog and Teemo out on her for a Flash or kill.
Yorick
Skill match-up. AVOID GETTING MARKED & WALLED. It will be the end of you. Kill baby ghouls whenever you can and poke often with (Q) and autos. Place your shrooms wisely as always.
Gangplank
Skill match-up. A good Gangplank will spam (Q) on you. A bad one will try to avoid you and use (Q) to farm. Harass him a lot and try to deny as many barrels as possible in order to keep his ult harmless for much longer than usual. Easily one of the most fun match-ups for Teemo.
Illaoi
A difficult skill-match up. If you're a good Teemo, you can dodge all her tentacles and simultaneously deal consistent damage to her. But that's often easier said than done. If your goal is to get solo kills on her, DODGE ALL OF HER TENTACLES. Attack her when your soul gets pulled out, instead of running. She is surprisingly vulnerable when she is forced to decide whether to attack your clone or run. BAIT OUT HER ULT & NEVER FIGHT IN IT.
Gnar
His (Q) is very annoying. You may underestimate the little guy in queue, only to come out of your lane phase tilted (SOUND FAMILIAR?). Sidestep his (Q) and avoid fighting him while he is Hulk status. Due to his escape, solo killing Gnar is tough without the help of your jungler, or a well-placed shroom.
Renekton
He's intimidating, but very easy to tame. Most of his trade damage comes from his Dash + Auto + (W) + (Q) combo. So, as soon as he dashes towards you, simply Blind him, throw shroom, and auto. Repeat. Fight him in his ultimate form at your own discretion.
Wukong
Similar to Renekton in the way you deal with him. Have your mouse cursor ready on him when he's looking to dash to you. If you can blind him right before he dashes, he will miss his (Q) on you and will be forced to retreat from your autos. Repeat. Just be wary of his ult post lvl. 6 as it is a deadly initiator.
Vladimir
You may be surprised to know that Teemo can easily counter Vladimir. Max your (Q) first and spam it against him. Blind has a slightly greater range than his Transfusion (Q). As a general rule, never go near him when his bar is red (as his [Q] at this time will suck an insane amount of HP out of you), and stay behind minions to avoid his (E). You'll know when you can all-in for the kill.
Garen
Easy. Make sure he doesn't farm, and blind his (Q) every time he tries to initiate his (Q) + (E) + Ult combo. Just don't underestimate a tilt-proof Garen with Magic Resist. Garen is fully capable of bursting Teemo down if he gets in range with counter-tank items.
Jax
He will do a lot of damage only when you let him stay close to you. Keep harassing him and when he gap-closes, simply Blind him to negate some damage, then use shroom to escape his melee range. Also a good practice to Blind him right before he stuns you to negate unfair HP loss while you are stunned.
Tryndamere
Practically the same as a Jax lane. Just be cautious of his ult, especially if he has Ignite.
Shen
A common sense match-up. Dodge his taunts and fight him outside his range. You'll be fine.
Poppy
DO NOT LET HER PIN YOU TO THE WALL. It's deadly for you. Otherwise, easy match up. Well-placed shrooms in lane will help greatly in killing Poppy.
Singed
You know the drill: Don't chase a Singed. He gets tougher and tougher to deal with as he gets tanky, but he's your slave early on in lane. Abuse him to the max.
Quinn
Unfortunately, her Blind can be more devastating than yours. It may be good to max (Q) against her and poke with Blinds instead of Autos. The trick is to not get blinded, which allows her to get her full combo off on you + Electrocute. All-in on her when she steps on a shroom while her abilities are on cooldown.
Kennen
Kennen's combos undoubtedly overpower Teemo. Win this lane by maxing (Q) and winning short trades. You'll know when you can go in for the kill.
Urgot
A high-elo Urgot will not miss most of his (Q) on you. It can be very difficult to sustain as Teemo. Also important not to let him dash on you. If he does, Blind him (Teemo's Blind renders Urgot's [W] useless). This should go without saying, but DODGE HIS ULTS AT ALL COST.
