He is weaker, however if hes with a hook champion it doesn't really matter. He wont try to trade so try to hit him with a quick W auto when he goes for farm. Try not to get hooked because if he gets ahead he can snowball just as fast as you.

Champion Build Guide
Draven should NEVER die without cashing in his passive, taking one for ones are great but if you even die 2 or 3 times the game is now a 4v5, you are USELESS if you die too much in the laning phase, it is extremely hard for him to catch back up, this is what differentiates a bad Draven and a good Draven
Spinning Axe Is also Draven's biggest weakness, it basically telegraphs where you are heading, a good support will take advantage of this and launch cc at your drop location, champions like Blitzcrank Thresh Leona Nami can abuse this mechanic very well even some AD champions like Varus or Ezreal can use high damaging poke abilities.
Utilizing spinning axes requires immense skill, Draven's axes falls towards wherever he is heading, so you can re position yourself every time you auto to manipulate the axe drop location, this synergizes very well with Draven's W Blood Rush.
Blood Rush Although very strong, it is very mana costly and Dravens need to be very careful about their mana bar as once it runs out you will no longer be able to fight the enemy bot lane.
Dravens DPS can almost rival vayne's W with tanks. By building armor shredding items such as a Lord Dominik's Regards you can deal chunks of the enemies health with every auto.
If Draven can, he should try to damage the enemy squishies such as a support or ad.
Catch axes.
Wait for jungler if it is a high poke and sustain lane.
Play around your support.
Get spoon fed kills.
Snowball the game.
Draven is Freelo if exploited right, following these guidelines will significantly improve your rank.
Remember Draven is no easy champion to master, play at least 30 games in normal, if you cannot get over a 50% winrate with him this is probably not the champion for you but if you can get past all the challenges that come with Draven then I hope I see you in solo queue.
