Ashe is very squishy and doesn't offer anything that can counter someone like Pantheon early game. She would need to stick with a teammate (although she already does that now, you can catch them off guard by pouncing on her w/ W).
Garen
Garen might be hard to kill late in the game because he gets so much health. Early in the game though, he's very weak. This build is supposed to get you multiple kills against enemy champions before the 23-minute mark hits.
Teemo
Playing against teemo might not be the easiest thing, mainly because he can slow you down with his abilities and the fact that he can do so much damage w/ his Q. Although, if he's on cooldown, he becomes a very weak champion.
Annie
Annie's ult is the only thing you should be worrying about when fighting her. Her other abilities aren't as strong as yours, so you'll probably see her running more rather than fighting you
Nocturne
If you're ever behind on Nocturne, chances are you're gonna get killed right off the bat. Although if you're the same lvl as him, you should be able to compete against him.
Galio
Galio is easy to fend off against. He might have a lot of health, but you poking and pouncing on him (and the fact that he really has one ability where he can push you back with) makes him very easy to fight against.
Varus
Varus may have 1 ability that can actually compete against Pantheon, but that's about it for Varus. Varus is very squishy and can't really compete against pantheon, even if Pantheon is down a Lvl
Anivia
Anivia can't really hold her ground when she's alone, so if you find an Anivia by itself (whether Anivia is recalling or trying to help another teammate on the other side of the map).
Camille
Camille is very dangerous. Her abilities make her very powerful and dangerous if your team is behind, especially you.
Aurelion Sol
Sol offers even less than Varus does, mainly because he becomes terrible when a melee champion is in melee range, and with the Aegis of Zeonia used on him, it usually means kill for you.
Talon
Talon might be a more difficult opponent to fight against. The fact that he can be very mobile can be difficult to fight. Although you can still win fights by poking him & using your combos (W + Q + E, then spam Q as many times as you can).
Azir
Now, a great Azir can become difficult to fight against him, but with the right combo and the poke ability of Pantheon, you should be okay
Renekton
Renekton can be a bit difficult because when you start falling behind on him, his abilities really capitalize on his advantages
