Usually, you would want to rush boots and then go for a rylias crystal septer if you need sticking power however if the team is very tanky go for demonic. After you build one of the two items you want to go for mythic, Protobelt vs ranged heavy team and squishys and rift maker vs mele and need more sustain. After mythic again build either rylais or demonic. the rest is up to you and depending on the team comp. I prefer to go for tanky items after damage because singed tends to fall off later on in the game and the extra resistance helps a lot.

The first couple of waves are the most important in this build because it sets the pace for your game. ideally, you would want to be safe and keep your hp while pushing waves don't do anything risky it's okay to miss some CS. Once you get level 2 push in the wave as best you can and roam (preferably bot). Then head back to mid lane and farm, if you got a kill in your gank you should have enough for swifties I would recall and buy them because they give you a big power spike. then just rinse and repeat!

Here you want to make sure you're keeping up with CS and helping your team make picks and catch enemies off guard.

Keep trying to make picks.

In team fights, you usually want to pop everything run at the highest priority target and fling them (try and wait for major CC cooldowns to get poped). after that just be singed, be annoying, and run around flipping people discombobulating the enemy.
