Most the hec builds I see do not focus on max health/speed, but on damage/speed. Starting with Mogs as one of your first items makes a huge difference, you can dive towers all day, and hec is very good at this with his E and ult.

leveling E second after q lets you spam your E often, that alone besides the damage increase is well worth it.
