Extremely annoying. You literally can't do anything to him. Even if you get a goddess Leona support he can E out of her engage. Absolute nonsense. He will poke you from range all game.

Champion Build Guide
There are several basic trades:
1: Q through the minions then AA for your passive.
2: If the enemy is not respecting your space, walk up, then do AA > E >> AA > Q > AA, This proc's your PTA before your Q which results in a huge damage boost. This trade does massive damage and if your support follows up it can easily become a kill.
3: If the enemy is respecting your space, engage with your support and do E > AA > Q >> AA. This will not take advantage of PTA on your Q but it will still do a significant chunk of damage.
If you're playing Noobslayer Lucian, you need to learn the in's and out's of fights. Dash in (not straight in, try to go in an angle that keeps you to the side of combat but in range to do work) and instantly burst down a squishy target. Then gauge the situation and decide whether to dash toward another target or dash to safety before going in again. Let your team control the flow of the battle. Your job is not to provide consistent dps - you're almost playing like an assassin in this regard.
