Glyph
MAGIC RESIST/LVL gives u 1.35 MR every level up, grand total at 24.3. this and the utility masteries enables Vi to be at 75.5 armor and 76.8 resists at lvl 18 with 0 defense items.

Mark
11.52 ARP for that little extra dmg early game for poking or for cs. Plus it scales better to end game than AD flats/perlvl

Masteries

UTILITY for the awesome things it has.

Pickpocket - get rewarded for harassing!
Meditation - helps you keep mana regen faster -> more harass.
Vampirism - makes sure your harasses benefit more than just damage the opponent.
Wanderer and Nimble - enables Vi to auto attack and chase after enemy units easy. basically gives you 17.50 more MS
Artificer - works great for Blade of the Ruined King
Intelligence and Sorcery - who does not want COOLDOWN REDUCTION?
Weapon Expertise - great endgame damage stacked on top of Black Cleaver and Last Whisper
Greed - free money while you do other things

Summoner Spells

I Personally like Flash and Exhaust

Flash
more offensive and for those situations where you need to get somewhere or to someone from a distance.

Ignite
don't save ignite for that "last minute hit" cuz sometimes they may be holding healing utilities and you won't be able to kill them with it. instead use this to hurt their abilities to heal while fighting!
-great counter vs Sion, Tryndamere, Soraka, Alistar, Dr. Mundo, Volibear

Exhaust
if someone is hurting you or getting away, you can Exhaust them to make them deal less damage and lower their movement. i like to use it on champs that are fighting back. use it vs adc/apc is most viable.

Teleport
used to get to bottom lane for dragon whenever he comes out. Teleport to protect your towers.

Vault Breaker


Vault Breaker
-collision on enemy champion will stop her
-applies 1 denting blow to any enemy she passes through and collides with. also bringing them closer together.
-she auto attacks right after, therefore resulting in 2 stacks of Denting Blows
-max charge of 1.25 seconds deals double damage!
-great for jumping passed obstacles

Denting Blows
-great for taking down enemy tanks due to Bonus Physical Damage: 6/7/8/9/10% of target's max health (+0.029% per bonus ad)
- Vault Breaker and Relentless Force both apply Denting Blows

Excessive Force


Relentless Force
-great burst
-great long range harass
-refreshes auto attacks, so use INSTANTLY after an auto attack

Assault and Battery


Cease and Desist
-deals 75% of damage she collides with on the way to the target. Try to aim a far target who's in front of a good amount of enemies.
-after the animation, Vi will be right behind the enemy, hitting them with Vault Breaker will send them towards your allies and another knock up combo.

Strong Ability Combos

ONE-TWO punch
auto attack, then instantly activate Relentless Force right after for two fast attacks
-makes your burst DEADLY

GET OFF OF ME!
use ONE-TWO punch
followed by a quick Vault Breaker tap
followed by an Relentless Force punch!
-one quick burst!

GET OUT OF MY WAY!
Vault Breaker close or into an enemy champ, then
Cease and Desist onto the adc/apc/furthest enemy champ.
then apply ONE-TWO punch.
-great way to deal tons of aoe dmg and burst down enemy champion.

WHERE DO YOU THINK YOU'RE GOING?
Cease and Desist onto an enemy champion and landing yourself around them, then
Vault Breaker them back the other way!
then apply ONE-TWO punch.
-won't let them escape you as you double up on your crowd control.

Vault Breaker first if you are solo laning vs 2 or you want to play it safe
Vault Breaker -> Relentless Force -> Denting Blows -> Relentless Force -> Relentless Force -> Cease and Desist

What you want to do is max your Relentless Force first before everything else, and when possible, pick up Cease and Desist.

"Why excessive force first first??"
Relentless Force is what makes you hit hard. Your able to aoe blast enemies from far away and it resets your attack timer, so you basically can do two hits in a short amount of time if you, auto attack then right after it, use Relentless Force to deal tons of damage.it's great for clearing minions under your turret.

"why Denting Blows last??"
Denting Blows' does not help much with your burst damage. it's attack speed helps, but your ability cooldowns are more efficient as you can apply Denting Blows faster that way. besides, early game, your auto attack's speed are too low to make much of a difference and the enemy health is too low for that X% max health damage difference, and your other abilities have better cooldowns as they level.

Item Order

Starting Items


These will help you be able to survive the LANING PHASE until u get back to buy new items:

always:
Rejuvenation Bead
Faerie Charm

options:
2X Health Potion+ Mana Potion
or 3X Health Potion if you know you will not be able to harass much.

try to stay in lane until u reach 1105 gold. it should be fairly easy seeing as you have both Health Potion and Rejuvenation Bead to stay in lane long. don't be afraid to use your abilities to last hit with. especially the siege creep then recall back and get yourself a philosopher's stone and kage's lucky pick.

if you should have to recall back before that, then make sure to buy a philosopher's stone usually with ZERO kills top, and you're just last hitting away, you should be able to get both of them within 5-8 minutes. with a kill or even first blood, you will get it in 5 minutes =D

then after that, go back and passively farm some more and build up to Boots and Phage.

keep in mind, with just boots, you should be about 392.50 MS... you don't need to upgrade if you do not want to.

Tier 2 Boot, whichever one that will help the game out from these:
Ninja Tabi - armor and 10% dmg reductions FROM AUTO ATTACKS
Mercury's Treads - mr and 35 tenacity
Ionian Boots of Lucidity - 15% cdr
Boots of Swiftness - t3 movespeed

the enchantment I recommend is Captain - Allied champions moving towards you gain a movement speed boost. Additionally, nearby allied minions gain a large movement speed bonus.

Blade of the Ruined King - give's you great life steal and helps you deal even more damage scaling with enemy HEALTH! The active is great also great for healing-movement-damage-and-slowing.

Black Cleaver - synergies expertly with your Vault Breaker, Relentless Force and Cease and Desist as it stacks on every hit! Vi burst greatly to one target also that helps shred armor like no tomorrow!

Phage to Frozen Mallet - now chasing down enemy champs will be a sinch with Frozen Mallet's slow. Not only that, you can survive damages now with extra 700 HP

6 items now!

do not sell off your philosopher's stone or kage's lucky pick just yet. with the items you currently have, you can wait until you have enough money to buy the following items... make sure to sell kage's lucky pick first then buy an item. then sell philosopher's stone then buy your last item.

Guardian Angel or Last Whisper

Guardian Angel - by this time, you should find that everyone on their team is just about starting to get "tanky" and you won't be able to last a long time now. so buying Guardian Angel should enable them to redirect their attacks to other champs... but you're still in there creating HAVOC so they can't =P

Last Whisper - enemy should be feeling like they need armor against you now, so this is the time to pick this up! unless they are not smart enough to notice and only their tank has armor... then skip this and go build a Trinity Force

lastly, if you want to, and the game ends this far... sell your boots for this:
Trinity Force - cuz it gives you a little bit of everything that you need. movement, health, attack speed, it's passive.

Build Justification: Why These Items?

Mercury's Treads - 1,200
Blade of the Ruined King - 2,900
Black Cleaver - 3,000
Frozen Mallet - 3,300
Guardian Angel - 2,600
Last Whisper - 2,135

Total price for the above listed items are just 15,135.

Boots. Pick ONLY one, as they do not stack and u can buy better stuff than another boot.
Ninja Tabi - this helps you cover enemies who do a lot of auto attacks by doing a 10% damage reductions from their auto attacks.
Mercury's Treads - the enemy has a lot of Crowd Controls... basically so u can do what u want more often.
Ionian Boots of Lucidity - if u think u can go without defense and want high outputs of damage, this is your baby =D it allows you to use your skills more often.
Boots of Swiftness - It's always a hassle to see the enemy run off because they got the same move speed as you, and have skill shots that help boost them escape. This boot makes it so you can get within range of your Vault Breaker to hit them and land with combos

Captain's enchantment - Vault Breaker and Cease and Desist will enable you to be in the fights first most of the time or while your chasing, seeing as you have very fast movement and Vault Breaker, your allies can come into battle faster as they run towards you.

Blade of the Ruined King - passive works excellent with her burst attacks! the active is great for fast enemies so you can drain their movement for yourself. either running away or to fight. also does damage and heals you for it.

Black Cleaver - armor reduction on top of your Denting Blows and takes advantage of Vi's fast single target bursts. resulting in tons of armor shredding!

Frozen Mallet - GREAT synergy with Vi's Vault Breaker and Cease and Desist to close in on an enemy and hit them. not only that, it provides u with 700 health. towards end game it helps keep you alive to keep dishing out your damage AND slow enemies that try to escape from you and your allies.

Last Whisper - 40% armor penetration gives you the ability to practically deal more damage. one of the last items to get because enemy will not be that tanky until later in game.

Farming

Farming


ALWAYS ALWAYS ALWAYS go through the jungle creeps. if you have atleast 100 health weilding a Vampiric Scepter, you will make it through the jungle no problem.

-LANE PHASE, if you pushed minion wave, ask jungler if it is ok to take their golems or wolves, whichever one you are closest to as top lane. make sure your lane is pushed.

-LANE PHASE, if possible, ward enemy red or blue's bush. whichever one you are closest to as top lane so you will know when they are there.

Dragon or Baron


ALWAYS PINK WARD a little bit out from their entrance.

-ALWAYS keep an eye on your jungle and lanes, from the 10-20 min, you should be always have an empty jungle.

-Always go to where there's big wave of enemy creeps coming and go farm.

-Watch map for where enemies are and push accordingly. if they are all mia, you might want to back up to your tower or the jungle and wait til you see where 3/5 of the enemies are then go back out and push again.

-if needed, fully charge Vault Breaker through minion wave, then Relentless Force to take out the wave at once.

-if needed, Crushing Blow the big siege creep because it gives at least 40 gold!

Summary

to wrap things up, there really is no actual way of building items, it's all in the hands of the beholder. Practice makes perfect is always what they say =D

LAST HITTING IS NUMBER ONE PRIORITY.
