Lux is one of Rell's biggest threats with her high AP damage, her root, and her constant ult looming over your head. Pray you're not playing against a Lux support.
Morgana
Morgana is a threat to Rell in the same way Lux is, she can root you, preventing a lot of engages from happening, while also dealing burning true damage to you while you're unable to move. Rell struggles with movement as soon as she's unmounted, making Rell the perfect prey to Morgana.
Lucian
Ban Lucian if you can. Lucian is an annoying champ to fight against as Rell. Your engage is slow, but has a large area, meaning that if anyone were to try and walk out of it, normally they'd get caught. Unfortunately, Lucian has a dash and can easily put distance between you and him, and then follow your missed engage up with a barrage of auto attacks and ult.
Ezreal
Same deal as Lucian, Ezreal can easily dash away and prevent your engages.
Alistar
Alistar is a tank, so he's okay to deal with, you can just steal his armor and magic resist. But his disengages pushes you so far away that unless your ADC knows how to survive on their own, you're useless for the rest of the fight.
Zyra
Same deal as Morgana and Lux, but Zyra is a bit more do-able to go against.
Vayne
Vayne can make your life difficult as someone who works really well against tanks, while also having a dodge roll that can prevent your engages. Approach with caution!
Miss Fortune
The perfect ally for Rell. With Rell's amazing W --> R --> E engage combo, it knocks up the enemy, sucks them close to you, and then stuns them all while Miss Fortune has the chance to land a cheap and easy double kill with her ult. If you pull it off, it is sure to tilt any enemy that get caught in it.
This works especially well with a Miss Fortune that builds lethality.
Jhin
Jhin is also a good ally to have. Ever tried that Jhin ults but just can't hit anyone because they keep walking from side to side unpredictably. Well, you can hold them in place, making sure all his shots hits.
Ashe
Ashe is an amazing ADC, as her ult can extend the already long CC chain you're pulling off. The enemy will most likely not land a single blow on you or Ashe, especially not with her slowing ice arrows.

Caitlyn has the potential to be an ideal ally if she builds Lethality. With you removing the enemy's enemy, Lethality Caitlyn is suddenly the Apex Predator.

Jinx is an okay pick, but she does the have the benefit of being able to root the enemies further, and then finish them off with her exploding ult.
Kai'Sa
Kalista
Kalista is probably the second-most ideal champ for you to play with in the botlane. Her ult has an amazing engage function, making you capable of knocking the enemy up where you would've messed up your own engage. And THEN you can use your W + R + E combo to hold the enemy in place while Kalista pierces them with spears.
Kalista can also work as a good help if you manage to mess up your engage, and find yourself in a sticky situation, as she can literally just pull you out and say "Try again"
Kog'Maw
True, Kog'Maw's ult works very well with Rell's engage combo, but that is all. Their synergy is horrible with Kog'Maw being one of the squishiest characters in the game. If you mess up an engage, that can leave Kog'Maw completely vulnerable to the enemy's attacks. Plus, you don't really deal any damage, so you if you aren't careful you can quickly turn into a free kill after the enemy is done with Kog'Maw
Lucian
Lucian is a great ADC to have with you, as his ult works very well with the rest of your kit. He can also easily dash in if he didn't pick up on the fact that you're engaging.

Samira and Rell work well together and their kits have a lot of synergy.
