Gangplank is really viable as a Support. He can constantly poke down enemy champions in lane with Parley. He can give an attack damage and movement speed buff to his lane and team with Raising Morale. With remove Remove Scurvy, he can heal and remove most CCs from himself, so stepping in front of your Carry to intercept a CC can be useful. He can help secure kills and grab assists with his Cannon Barrage from anywhere on the map. He can earn lots of gold with Parley and building Avarice Blade, and assists.

I usually go with one of my standard Rune builds. AD Quints, Armor Pen Marks, Armor Seals, MR Glyphs, and I add mana regen glyphs. (I still have to buy more Rune pages and Runes to have more builds haha).

I usually go 9/0/21. So far it's been working well for me.

Start off with Relic Shield. You get extra gold when you kill minions with Parley(Q), so Relic Shield should be a no brainer. Building Avarice Blade also provides you a lot of gold and the crit chance helps since Parley(Q) procs crits as well. Build sheen for the extra damage on Parley(Q) and upgrade to Iceborn Gauntlet for the AOE slow. You should also upgrade the Avarice Blade to Statikk Shiv. Endgame get Infinity Edge if you want more crit and damage, or get Maw of Malmortius if you're against a lot magic damage. You can also get Spirit Visage or Randuin's Omen if you want to be more tanky.

Skill Sequence

R > Q > E > W
Max Parley(Q) first for the extra damage and bonus gold. Then max Raising Morale(E) for the bonus team attack damage and movement speed. Then level up Remove Scurvy(W). Add level point to Cannon Barrage(R) whenever you can.

Get Flash, pretty standard. Also get Exhaust since Gangplank doesn't have much CC.

Team Work

Try poking enemy champions in lane with Parley(Q) whenever you can. But try not take so much damage and CC, forcing you to always use Remove Scurvy(W), you'll run out of mana.

Try helping other lanes with your ult Cannon Barrage to grab an assist and help secure their kill by slowing the enemy champions.

If you're getting a gank for your jungler, using Cannon Barrage is a good way to intiate the gank.

With the amount of gold you can make, you'll be able to build strong items fairly quickly. You'll become a force to be reckoned with on your own. You won't be able to peel enemy champions away from teammates very well, but killing the enemy champion before they kill your teammate can be a pretty good peel. :)
