The runes are the typical runes for a solo top champion, like Darius, Jayce,etc.

Masteries

Those masteries let you be tanky enough to take all the damage that comes from the enemy champion, but you can still deal a nice damage on them.

Items

Start with Boots and 3 (or 4 if you recall at 1:23) Health Potion.
This is a good start against almost every enemy (you can also start Cloth Armor and 5 Health Potion, if you are against someone like darius or jayce), it gives you the mobilty to avoid any skillshot and also retreat fast if you get ganked.

Build your Avarice Blade as soon as possible, in this way you can stay in lane, farm minions and build a good advantage.

When you get a couple of Doran's Blade and your Bilgewater Cutlass, you can trade well 1v1 against your counterpart. You have a lot of sustain granted by items and your Q. This means you can fight him until your mana ends.

At this point you have to choose your boots depending on the enemy team composition: if they have double AP or a lot of CC then buy Mercury's Treads. in case they have a lot of ad or their carry is fed then buy Ninja Tabi, otherwise buy Berserker's Greaves.

Now you can finish your Youmuu's Ghostblade that helps you to chase, escape or massively increase your attack speed.

At this point you buy a phage because of the useful slow it gives (if the slow procs), then buy your Zeal and after this finish the Trinity Force.
The Tryinity force gives all you need and the passive increase your burst damage.

Finished the Trinity Force you can now complete the Hextech Gunblade that takes your sustain to the next level, because the spell vamp lets you heal from the R->W combo and in the middle of a team fight is a lot of healing.

You can build your Black Cleaver before the Guardian Angel if you survive easily.
If you are killed almost instantly you should obviously get Guardian Angel first and leave the Black Cleaver as your last item.
The Black Cleaver works really well on Taric because when you use Shatter you reduce enemy armor and with the armor reduction from Black Cleaver you can also fight well tanks.

Skill Sequence

Skill sequence is pretty easy to understand. Level up Shatter first cause of the bonus armor and then level up your Imbue cause you only need Dazzle to catch them, no to deal damage.

Summoner Spells

Flash is a must, is useful in the whole game length. Ignite can be replaced by Exhaust or even Ghost, if you like you can also pick Teleport to go to your teammates if they need help.

Team Work

In teamfights use your ultimate at the beginning to give you and your teammates a great buff. When you are in the middle of the enemy team use shatter so you reduce their armor letting all you ADs deal a lot more damage. Use your ultimate and then shatter for a massive burst and then go on the squishiest target. Remember to heal you and your teammates with your Q when necessary.

Early game

In early game last hit as much as possible. When you have your final start zoning the enemy off by hitting him with you E->W combo. When the enemy is low enough stun him (or her) and use your R->W combo for a lot of damage and finish him off with ignite if necessary.

Mid Game

At this point you have to start roaming a bit and complete global objectives with your fellows (such as towers, dragons and if your team is fed enough also Baron Nashor). Don't forget to defend your lane when is necessary, but always prefer teamfights to farming.

Late game

At this point you really start to shine. With your support skills and your attack damage you should lead your team to victory, using your final to destroy them.

This is a simple guide to troll a bit enemy team, cause nobody expects Taric to go solo top and they don't focus you in teamfights cause they think you are the support.
