I'm from Germany so my grammar may suck sometimes, sorry :). And in addition to that it's also my first guide, so I would really love to hear your opinions on it. I will add some stuff to it later, like for example match ups. At the moment it's just a quick guide for the new patch!
When i was reading the 6.9 Patch notes I recognized the new Black Cleaver changes and thought to myself: oh that new Black Cleaver looks quite amazing! This item may even work on some AD Carries. So much armor penetration and in addition to that the 20% CDR, which are really good. It's also cheaper now which is nice.
During Season 4 there was a time when Lucian was really op, because of his ability to dash around in team fights without almost any cooldown. But after all the nerfs he wasn't able to do such amazing stuff any more. To go crazy in teamfights like Lucian did a long time ago, you need around 40% CDR and that is really hard to reach because you lose so many other important stats and items. UNTIL NOW! :)

Pro:

- Lane bully
- great skill set, for example E great for kiting
- Early power spikes
- strong in all phases of the game, especially early and mid game
- easy farming and wave clearing with Q and ult
- works well with most supports
- low risk, high reward

Cons:

- gets nerfed sometimes, last Patch his Q got nerfed for example
- low range
- not the most fun champ to play after 1000 games but sometimes you need the freelo :D
