A good fiora will just reposte your hook, play safe and wait for her to waste it then go all in. Or wait for your jungler to come and bait it out.

My reasoning behind this is CDR Quints because CDR is super important for dishing out the right amount of damage. Armor Seals because you need that armor boost + Soul count. AD and AP because Thresh is the perfect Hybrid, Flay Passive scales off AD, AP and Souls and the Flay Passive is your main source of damage.
Thresh's main source of damage comes from his Flay Passive. The passive scales off Collected Souls + a % of AD, you get AD from items but also from the souls you've collected. His Flay Active has a 40% AP ratio (which is meh). His ult as a 100% AP ratio, a good combo for Thresh would be Q -> R -> E which then procs Thunderlords resulting in easily half HP.
Thresh has two playstyles either A: Engaging or B: Peeling. It's nice to inform your Support that he or she can either play a AP Carry Support like Veigar, Brand, Lux, Zyra, etc or a Tanky Support like Braum, Blitz, Naut, Alistar, etc. The decision is up to them, depending on what they pick (and the rest of your team looks like) you can then choose your playstyle.
Engaging: You want to constantly look for that hook on the squishy carry, once landed place down your Box and Flay them back into it, procing Thunderlords. Other good Engage is the Flash Flay -> Box locking down a load of enemies and allowed your team to collapse.
Peeling: You're literally a Support now, except your tankier and can dish out damage. Sit back with your carries and peel for them. Cancel dashes and jumps with your Flay, reposition the carries with your Lantern and lock enemies down with your Hook.

Imagine it's late game, you see a Thresh creeping his way up. Your first thought isn't "this guy cant chunk me" you probably think this guy is support and does 0 damage. People WONT respect your damage, they've never seen it before and aren't sure what you can do. Catch people off guard with your CC and High Burst.
Your Gank Potential is UNREAL, if your jungler comes top and you land your abilities it's basically a free kill. Get your jungler to gank 2-3 times before 8mins and you'll laner will be playing super safe. Each time your jungler comes to gank throw your lantern back. Now your opponent now knows that whenever your jungler is near you'll throw your lantern back. If you start losing pressure/wave control throw your lantern back to "trick" the enemy, 9/10 they'll back or even FLASH away.
