Still not a fan. All Lux needs to push towers quickly is

Lich Bane anyway. For such a small bonus, I'd get something that helps a bit early game. Even if it's only one point.
Siege Commander
at least makes your entire team plus any nearby minions able to push towers more quickly. 10 bonus damage to towers on a caster doesn't seem all that useful to me.

Lux's combo with two illumination procs at level 18 deals about 1600 damage without accounting for AP and MR (going to keep this simple). 1.5% of that (3 points of
Havoc
) will add 26 damage to that combo.
With some AP, let's say she hits two champions with 2000 damage each. Havoc adds 60 damage to that exchange, split between the two champions.
With
Lux's scaling from
Light Binding,
Lucent Singularity and Finales Funkeln, the 3 AP from
Mental Force
should give her an additional 5 damage across all three spells, not taking into account the increase from
Archmage
and
Rabadon's Deathcap (which isn't much). As a sidenote, she'll also get one more point of damage protection on
Prismatic Barrier.

Illumination doesn't scale with AP. I haven't accounted for
Lich Bane procs either, which would also seem to favor
Havoc

This is the best setup possible, unless you're playing a champion with 1:1 ap ratios.



An extra bit of damage can be enough to net a kill or two you may have missed otherwise. That's pretty much why I prefer havoc. Butcher may get you a few more CS and Demolitionist may let you kill a tower a hit or two earlier, but the difference between a kill and no kill (especially late game) has a far greater impact on the game.
