Ridiculous nuke potential, that ability does have. If you have 2k bonus health, it gets an extra 500 damage! That's a 700+ nuke on a non-ultimate ability!
Only Nasus can do that, and only late late late game after he's farmed up to the heavens!!

It's his only real nuke damage, anyway. Other than that he just has the AS from Frenzy and his ult.

Now suppose his target is missing 50% health.
490 damage just turned into 735 damage. WUH-BAM! BEAR-SLAP!!

Randuin's Omen - 350,
Banshee's Veil - 375 -> 2075.

You also failed to mention that Warmogs + Randuin's + Banshee's costed ~9k together. Late game it's ample damage for him to stay good.
It's a good skill, I'd agree, but it's the only one that makes Volibear any good. Nerfing (by anything but 5-10%) or removing it would screw him over.

All of you will probably rage on my opinion but...
I would like to see the possiblity to jungle removed from the game, and also the possibility to get overfeeded and overfarmed. ._.

You clearly haven't played against him enough to know.
Name a champion who can gank better, hmm?
(Well besides those glorious level2 ganks Maokai can do. That tree is magnificent. ;) )
Volibear's level4 ganks are beast. He can fling a target into his allies. They can't run fast enough because of the move speed bonus, that makes him better then Singed because he can more successfully fling. His roar means you're slowed the moment you start getting away again, something Singed wouldn't be able to do, usually popping his AoE slow at the start of the gank. And Singed can't jungle as well as him.
Remember, it's a gank - He has an ally attacking you too - Your health bar will drop low enough for Frenzy to finish you off within seconds. (or you Flash, in which case, gank successful still)
The only thing masking his OPness as a jungler is the fast that the jungle's currently low on exp. Ganks aren't worth it, junglers have to keep farming to keep up.
