My tip ( I play quite a bit Irelia and I tend to win cs most games I play) is to work on your harass-combo hard. Sure, do a few custom games with no opponents and work on using q and just pure last-hitting. In lane against an opponent though, I'd say you need to work on getting them to fall back from the creeps for you to get room to last hit without using q. Because it takes mana, and that is unneccessary unless you are very pressed. My tip is just move about, last hitting and using q on minions (make sure to kill with q, not just hurt) and when you hit lvl 3 you ought to have 2 lvls in q and one in e. At this point you should use your q on an enemy champ, and when you land it, use your e. He is slowed and you can get away unless you feel a sure kill is at hand.
That burst will have your q on a cooldown of course, but you can easily walk away from your enemy and they will be at about half health. 1/3rd if an enemy tank. No point in using w until late game, since you ought to focus q and e in leveling. UNLESS you go attackspeed, then w is a good farming tool as well.
Edit: as to post posted from when I started to when I finished writing I say yes, start with a one of those 435gp health regen stuffs that builds into Philo.

i recommend starting with Regrowth Pendant and a health pot. Then going back and upgrading it once you have the gold for T1 boots and Philo Stone. I then finish off boots into Merc Treads. Next I rush Tri-Force, once that is complete i go into spirit visage. After spirit visage take that philo stone and turn it into a shurelyia's reverie. After that the build is dependant on enemy team. I tend to build defensive with my only offensive item being Tri-force, as it's really the only item you need, she does plenty of damage without any pure damage items.
I recommend getting 1 point in Q at level 1 and then a point in W at level 2, with skill priority after that being R > E > Q > W
However, some people like to play her with early game attack speed in which case you would focus on W and probably pick up a Witt's End 1st or 2nd item

I love her all game. Mid/late for obvious reasons, but early too since she deals a ton of damage with her true damage, she heals really quick with her passive from W, she is really hard to gank since if you get ganked as her, slow/stun them, Q away, gg. And if they CC you you have your passive :)
