Any character that can move opponents will be top tier for sure:

Positioning and mobility seem really important, so all of these character will have a significant advantage not only due to their ability to move opponents around (namely away from capture points) but because most of them also have some sort of built in speed boost.

Yuh... If you have 3 people capture windmill and send 3 promote minions down the lane, the enemy that failed to get there first is kind of screwed. I say 3 because you want to save 2 for defending the bottom capture point beside the base against other promote minions.
However, the new promote will probably scale by level and be less overpowered. Or there might be some restriction in place. Like the new promoted minion gives out an aura that prevents nearby allied minions from being promoted.

Promote will not be stackable fyi, that idea of an aura preventing multiple promotes is probably prophetic of JunSupport.

I can see having at least one global ultimate being really good on Dominion, Key Ashe arrow to save a spot under siege.

I think Gangplank's ult will come in handy. It can lock down a capture point for several seconds, since damage interrupts a capture.
Also I'd love to try out Evelynn and/or Twitch after their change. Remember, most of the map is revealed, so they'd be able to move around undetected for the most part. Plus jungle jukes :)

I doubt DoT effects like that will be able to stop a channel,
also, **** nidalee, I don't know why Riot refuses to nerf her/rebalance her, she's ****ing annoying to play against early game
