I would max
Frost Shot first. Get
Berserker's Greaves and
Frozen Mallet. Maybe
Black Cleaver.
Zephyr? And then some aura items, like Zeke's Herald,
Aegis of the Legion, or
Frozen Heart.
Greater Quintessence of Movement Speed
Greater Seal of Armor
Greater Glyph of Scaling Magic Resist
Greater Mark of Attack Speed
I'd probably go 9/0/21, making sure to pick up
Pickpocket
in utility and
Summoner's Wrath
in offense. I'd take
Flash and
Exhaust as my summoner spells, understandably. If I skip
Summoner's Wrath
, I would take
Teleport instead of
Exhaust.

Here is my mini guide, which I just made up within a minute.
Skill order
Ashe has 3 spells which are supportive, and a passive + the other spell which function as a great poke. Let's focus on the supportive spells.
The supportive spells are:
Q - Slow
E - Vision
R - Stun
Of course, we always max our ultimate first, so R has the priority.
When you level up your E, the CD remains the same and only the range of the vision will increase, meaning that 1 point in E is enough during the lane phase.
The Q on the other hand, will have an increased slow of 5% each time you hit an enemy, either with your W or an AA.
The W will of course do increased damage each time you level it up, which is both good as bad, since you may also take minions while using it. I would max this second as support.
Summoner spells
Flash + Exhaust, standard.
Masteries
Easy problem solved, go utility.
Runes
Also easy problem solved, take defense stuff.
Items
You must poke poke poke poke, and not get out of mana in the mean while.
And of course, we need GP10.
So:
Start:
Faerie Charm +
Rejuvenation Bead + sight ward
Rush: philosopher's stone +
Sightstone (for gold n stuff)
Boots:
Mobility Boots (poky poky and easy wardy wardy)
First real items:
Muramana +
Blade of the Ruined King (for funsies, anti-mana problems and better bursting)
Defense n stuff:
Warmog's Armor +
Ruby Sightstone +
Runic Bulwark (dat unkillable support)
And now we have 6 items :D
Tactics
Look at the enemies with your most fierce look untill they die, always work.
Poke poke poke, and you win the game. GG

Max
Frost Shot +
Frozen Mallet = 55% slow
It's a little OP on an autoattack XD
And 700 HP does not hurt.

All I want to know is,
If you were forced to support your team with Ashe, what would you build? That is to say, what Runes would you use, which Masteries would you use, and which Items would you look forward to getting (I understand that no game is the same and items may differ depending on enemy / team comp).
