the skarner changes seem like theyre only good if youre winning later in the game and can keep control of all the zones, also they gave him the naut/tahm MS which kinda sucks

New items seem decent, I wanna see exactly how short is the Delay on Darius Q (even if he heals now), the best thing about it was how instant it was, allowing you to harass with it better as well as AA Q AA W for double auto cancel.

Can't wait to go play a game as Dr. Mundo, get ahead, build a Titanic Hydra and laugh at my enemies who'll be taking damage based on my maximum health. Definitely eager to try it out. Not so sure about the other one, since I don't know a lot of champions with good base AD...

One thing to note about Garen: His Spin has always the same duration but the damage will be faster and this way more often applied late. This makes your damage against the villan just insane. Also,
Boots of Swiftness greatly reduce the selfslow, so they are pretty much core. Also, since slows don't stack, if you are already slowed, the selfslow doesn't apply.
Morde has a 0.6 AD scaling on E, and your Q scales obviously with it as well, if you count all 3 attacks together by 260% AD (and AP)! And with W you can heal. The perfect anti-ADC laner.
You should also consider to build Boots of Swiftness + Zepyhr + Blade of the Ruined King on him, as well as Rylai's Crystal Scepter. This way you can make him get close to the enemy.
With this proposed build, your 3 attacks + Q deal 1575 damage! Of course, 700 damage with resistances, but still. Of course, you could get
Trinity Force instead of
Zephyr, but the lack of tenacity would probably kill you.

That movement speed nerf on it is absolutely idiotic though. He can't stick on a target himself now. They nerfed his silence, and then they nerfed the movespeed. There's no way to stick on a target for the full duration now. Also, someone on Reddit mentioned that by increasing his attack range, it's actually a nerf, because the movement speed slow means that after following up you silence with a spin to win, you're further away from your target.
That is how Juggernaut Champions work in general. They have extremly high damage, the highest damage in the game. But it is very hard to apply this damage to enemies.
