In general, supports should be buying all of the wards, with the exception of solotop buying one or two. The price for keeping Dragon warded from 5-35 minutes is 750 gold... not to mention baron at 25m+, your lane, your jungle, their jungle, etc.

That's not really a gamble though, the 0 stack health is almost the same as giant's belt for only a little more money, so even if you couldn't get any stacks at all you wouldn't really have lost a lot.
Ok, now you need ~5 stacks to get to the efficiency of
Giant's Belt. Now it should be at the same balance like mejaj's soulstealer.

Fully stacked Levi then theoretically actually could give more than a Warmogg's according to this trend, because there's nothing with 180 AP, nothing with 110 AD, and Levi falls WAY short of Wmg's.
Just according to this math, Levi's current state is pretty much garbage :P
So to be honest if Levi gave like 1400-1500 HP it would be following the trend of stackable items- I think it would be OP, but it would be following the trend of other stackable items.
I think around 1200 or 1250 the item would be a purchase worth making. I can't say whether it would be good or bad or OP or balanced, but I would buy it sometimes :P
