Well, my build is fine, or not?^^(I run most time 
Last Whisper (Some quick head math calculates for me that if an enemy has 100 armor, he has 35% dmg if I don't have it and 15% dmg reduction if I have it.^^)
Palthios has also an off-tank Garen build but he doesn't use Last Whisper or Youmuu's Ghostblade or Zeke's Harbinger there at all. This means he has 31 armorpen and 10% armorpen.

p.s. as far as Garen goes... double stacks op. ;D And since we can assume that each time Garen spins, he gets a kill, he should get to 20 stacks fairly quickly. This makes these two the most effective items to build for the price. Yup! wait... does spin apply Black Cleaver procs to everyone it hits? :D I smell an aoe comp... nah. It totally doesn't, huh? That's be pretty op.

Havoc might be worth it since Garen can't really use life steal that effectively. But it's life steal OR Havoc. You always want Sunder.
Any item with attack speed is dumb on Garen. (TBC is on hit, spin doesn't apply on hit, please use your brain --.--)
