If you aren't knowledgeable about a champion, it is good enough to go to someone's guide, read it and learn. Then think about whether you would use that build if you had to play that particular champion.
Think about what you'd need to know, and address that in your review:
"Hi, I'm reviewing your guide from the Mobaverse Library Thread. Whilst I don't play Gangplank, I thought your build was pretty standard. I'm not sure if it's a good idea to grab a Rabadon's Deathcap, as GP seems to be more of a tanky DPS sort of champion. Additionally, you forgot to mention what his ultimate does. Finally, I was confused which lane Gangplank is meant to be played on, because you mentioned that he could go anywhere. Does that mean he'd actually be good mid lane on Summoner's Rift? I won't vote for now, but those are my thoughts."

"Hi, I saw your request for a review at the Mobaverse Library. I'm not knowledgeable about Skarner, but I gave your guide a read. I really like how you explained the build and rune choices. Most people who write guides find that comments stop. If you want someone to review your guide, just do it back in return. No one is going to be annoyed at your if you don't know that champion - comment on other things.
Spelling mistakes? Mention it.
Coding errors? Point them out.
+rep to everyone who has reviewed on the last 5 pages.
Think about what you'd need to know, and address that in your review:
