If it's possible, ask your jungler to start top side so you don't have to leash as Alistar isn't a champion at level 1 and it's very helpful to get some poke down. After level 2 position in such a way that he never has an opportunity to catch both you and your ADC. Be mindful of his Phase Rush + Hexflash combo over walls or from bushes, not just in laning phase but also later on for teamfight flanks. Relic match-up.
Bard
Don't stand next to minions in lane, he can stun you with Q. Teamfighting in choke points gives him an opportunity to catch multiple people with R, so try to avoid it.
Blitzcrank
Poke as much as you can early and whenever he misses his hook, because that's a 20 second window where he can't do anything. Stay behind minions to avoid his Q. Relic match-up.
Brand
He mostly pokes with W, which has a big cast time and is easy to dodge. If he uses anything on you, avoid his Q at all costs. Relic match-up.
Karma
She'll try to Q or R-Q you when you go in for E-Q poke, so expect it and move to the side. Or just go Relic.
Leona
Poke her as much as you can early on. After level 2, bait her E before going to poke. You'll die if you get hit by her R, so expect it and dodge it at all costs. Relic match-up.
Janna
Janna's W has a lower CD than Lulu's E, so only walk up when your E comes back off cooldown. If you E-Q-AA, you'll win the trade + she gets slowed and your ADC might get 1-2 autos off on her as well.
Lux
Build Mercury's Treads and you'll always be able to dodge her R even if she hits her Q. Her E is fairly easy to dodge if you walk forward or to the side, but not backwards.
Morgana
Play behind minions to avoid getting hit by her Q. Whenever she misses it, go in for poke. Usually if her Q hits you, you're dead, so avoid at all costs. Relic match-up.
Nami
She has decent sustain, but if she uses all her mana to heal herself/her ally, she won't be able to poke and stack her Spellthief. Walk forward, not backwards, to avoid her bubbles. If she steps up in lane to poke your ally, shield him. If she steps up in lane to poke you, E yourself, walk back so her W doesn't bounce on her, then Q-AA if she's in range.
Nautilus
Poke as much as you can early, but after that I recommend locking the wave right next to your tower to avoid potential engages. If you crashed the wave into their tower, do not try to autoattack the tower, he can easily hook you in. Avoid his Q at all costs. Relic match-up.
Pyke
You can polymorph him when he charges up his hook. You usually win trades just because Guardian is really strong against him. Relic match-up, but can also go for Spellthief if you're feeling confident. If he's already hit Q/E on you or your ADC, just polymorph the enemy ADC instead of him.
Rakan
Stand behind minions to deny his Q if you can't otherwise dodge it. Poke freely and just walk forward instead of backwards whenever he tries to W. The only time to be scared of a Rakan is if he has a Xayah ADC, in which case playing more defensively is advised. He will try to flank in teamfights, so ward accordingly.
Rell
Just stand back, if she engages on you you're probably dead. If she engages on your ADC, E+Guardian + polymorph on the enemy ADC are usually enough to save the situation.
Senna
Play behind minions to avoid getting snared. Do not stand in a line with her and your laner or in a line with her and her ally, as that allows her to hit multiple targets with her Q. Ping when she gets level 6 to let your solo lanes know if they go for a 1v1, it might not be a 1v1. You could potentially play with Relic in this match-up to avoid giving her souls.
Seraphine
Her Q is very slow and easy to dodge. Her E slows you if you were previously unaffected by any CC, roots you if you were slowed, stuns you if you were immobilized - but it's also fairly slow and easy to dodge.
Sona
Focus either her or her ally, never both of them, as doing that lets her get more use of her W. She's super squishy and you can often get a kill on her at level 2 or 3 when she overestimates how much damage she can withstand.
Soraka
Bait her Q by walking forward just barely in range and then walking back again. When her Q is on cooldown, poke freely. Ping when she gets level 6 to let your solo lanes know their 1v1 might not be a 1v1.
Swain
Hard lane since you can only walk up to poke when E is on cooldown (and it practically has no cooldown). Play on its range to bait it out. If you get hit by it you will most likely die, so Flash it if you have to. Relic match-up.
Tahm Kench
Stand behind minions to avoid his Q. Not much else to say, poke away.
Taric
Probably unkillable due to his sustain, but keep poking for a fast stacked Spellthief. His stun is telegraphed and should be easy to dodge. Not a very interactive lane overall, you can roam.
Thresh
Most Thresh players start E level 1, but you can check that by clicking him and searching for the AA magic damage. Always be aware of the spacing between you two to avoid his Flash-E. As long as you're behind minions, he can't hook you, but he might hook a minion and use it as a way to get close to you and flay you back.
Vel'Koz
Watch out for his Q's in lane and walk up to poke him/his laner while it's on cooldown.
Unlike other AP supports, Vel'Koz scales extremely well because of his true damage passive and will ultimately act as a second mid laner in terms of damage. Getting hit by his Q-R in later stages of the game is usually a quick death, so avoid it at all costs.
Yuumi
She has great sustain and her Q is mostly hard to dodge unless you're between minions or go out of its range. She does need to get off her laner for her passive, so poke her during those windows, otherwise poke her ally.
Zilean
Walk forward instead of backwards to avoid his bombs. There's not much he can do to avoid your poke.
Zyra
Unless Zyra gets a kill or pokes you out of lane in the first 4-5 levels, she ceases to be a champion and can be disregarded for the remainder of the game. Judging by the way she moves in lane, it's not hard to predict when she's going in to use a skillshot, so dodge accordingly.
Aphelios
4 item Aphelios + Lulu = strong.
Ashe
Lulu is always strong with hypercarries, the only reason Ashe is a 4 instead of a 5 is because Lulu Ashe doesn't hold a candle to Lulu Kog/Twitch/Jinx.
Caitlyn
Good combo and usually easy to win lane with, but Caitlyn often does better with engage supports and Lulu prefers a hypercarry.
One of the best synergies in the game, Lulu W+E + Kog W is always strong.
Lucian
Lucian is one of the stronger ADCs early game and prefers an engage support to help him stomp lane so he can stay relevant, while Lulu prefers hypercarries.
Miss Fortune
Miss Fortune is one of the stronger ADCs early game and prefers an engage support to help her stomp lane so she can stay relevant. If she doesn't win lane, she's just a "press R" champion. Also Lulu prefers hypercarries.
Senna
Lulu is good for helping Senna survive lane, but there are just a lot of better picks.
Sivir
Boring lane as all Sivir does is push in, but if you get to late game Lulu+Sivir can be fairly strong.
Tristana
Tristana is one of the ADCs with a strong early that also scales well. They can 2v5 in late game, but also win lane when Tristana jumps in lvl 2.
Twitch
Twitch opening from invis with Lulu E+W can often oneshot 2-3 people without giving them time to react and winning you the game. When he goes into Q, buff him and stay out of vision if possible so the enemies don't realize he's there.
Varus
She's good with attack speed/on-hit Varus, she's average with lethality Varus.
Vayne
Can definitely 2v5 late game if it's a good draft for Vayne (she doesn't get hard outranged/enemy team has 2-3 tanks).
Xayah
They're fine together, but nothing special.
Samira
Lulu prefers hypercarries, Samira prefers engage supports. Also the only knock-up Lulu has is her R, which doesn't make for great synergy between these two.

I'm Anca, 22 y/o League streamer (though I haven't streamed in a while due to internet issues but that's immaterial!), I reached Master as a Lux mid otp in S9, then swapped to support and one-tricked Janna to Challenger early in S10, and now I'm back to enjoying Lulu since she's always been one of my favourite champions, so here I am writing this up for her.
If Pix is on one of your allies, their autoattacks will deal bonus damage. Otherwise your autoattacks deal bonus damage.
Q
Lulu's Q is fairly straightforward, it's a damage ability that gets fired from both Lulu and Pix. If a target gets hit by both, they take 25% bonus damage and the slow duration is refreshed. Can be used as a combo with your E to almost guarantee a hit.
During laning phase, Lulu's W is better used as a polymorph on the enemy ADC to guarantee a won trade. This doesn't apply if you're trying to run someone down (e.g.: your Elise came to gank, in that case you'll speed her up and she hopefully lands her Cocoon) or if you're trying to run away from someone (e.g.: the enemy Diana is ganking you and you're trying to get to your tower faster).
In teamfights you have to always think about which version is better. If you're playing front-to-back and your Kog'Maw is free-firing onto their Ornn, give him the attack speed on top of Help, Pix!. However, if you know the enemy Zed is flanking, keep your W to polymorph him.
Keep in mind that there are abilities that can dodge polymorph (ex: Master Yi's Alpha Strike, Zed's Death Mark, etc.), so bait them out before wasting your cooldown.
E
Another straightforward ability. During laning phase or when chasing down enemies it can be used to damage and slow in tandem with Glitterlance. Mostly it's used as a shield for your allies though.
The important thing to remember is when used on enemies it also grants true sight (so it sees through things like Ambush and Twilight Shroud). Basically anything a turret can see through, Lulu's E can see through it too.
Remember it can interrupt mobility abilities such as Grand Entrance or Jarvan IV's E-Q combo and it also slows enemy champions as long as they stay nearby.
Shurelya's Battlesong
You always want your first buy to be a mythic item, and Shurelya's Battlesong is a great option due to the ability haste on legendaries and movement speed whenever you shield/empower an ally. The active is also fairly nice for engages/disengages.
Moonstone Renewer
Thanks to recent buffs, it's viable again. You'll probably want Shurelya's Battlesong in teamcomps where you're more likely to help engage/disengage and Moonstone Renewer when you know you'll have long, drawn out teamfights and will make better use of the constant heals.
When playing with hyper carries (ex: Jinx, Twitch). If your ADC is playing something like Miss Fortune or Jhin, but you have other teammates that make use of Ardent Censer (ex: Kayle top, Master Yi jungle), you should still buy it, but you can build something else before it in that case.
Chemtech Putrifier
When playing into heavy healing champions (ex: Soraka, Senna, Yuumi) and your ADC can't afford to buy an early Executioner's Calling, spend 800g and buy an Oblivion Orb to keep in your inventory for Grievous Wounds that you can later either sell completely once your team has healing reduction or just upgrade into Chemtech Putrifier.
Mikael's Blessing
If the enemies have any kind of targetable CC ( Shield Vault, Frozen Tomb), Mikael's Blessing is a must. You don't have to build it just because the enemies have a Thresh, but I strongly recommend it.
Staff of Flowing Water
If you don't have a hyper carry on your team, this item is the next best thing instead of Ardent Censer, and it's definitely what you want to buy especially if you have an AP carry bot laner.
As your last item, buy Watchful Wardstone. It will automatically turn into Vigilant Wardstone once you've completed your support quest and reached level 13.
Mostly I'll only ever buy Plated Steelcaps (and it will be a rush buy in that case) when the enemies have an early roaming AD mid laner (ex: Talon) and an early ganking AD jungler (ex: Lee Sin, Jarvan IV) or if the enemies are simply all AD.
Note: can also be a good idea to rush if you want to put your local Draven player on suicide watch.
Control Wards count towards a support's full build. You should always have a designated slot for Control Wards and should always replenish it to the max (2) when in base. The only exception to this is the first time you leave the base. Any other time, you should always have 2 Control Wards in your inventory and use them appropriately (until you reach level 13 and can buy Vigilant Wardstone, that is).
Elixir of Iron
Good buy when full build or when an important fight is about to break out (ex: for Baron Nashor or Elder Dragon).
