Now I will detailed my items guide here.

Statik Shiv - For extra burst damage and for speed him up a bit.
Sheen - Use with "Q" "Noxian Diplomacy" will be more damage.
Boots of Mobility with "Alacrity" - He will gained more speed.
Infinity Edge - Of course for highly critical damage.
Trinity Force - Twice up "Q" "Noxian Diplomacy" damage and if it critical, damage will be more than death.
Phantom Dancer - Highly critical change and boost attack speed, he will gained a little bit more speed from this item.
Optional Items - Hydra = To clear minions and to give up a group damage.
- The Bloodthirster = To boost up damage and to survive during a fight.
- Blade of the Ruined King = To burn opponent tank's HP, and to slow the foes.
- Last Whisper = To ignore opponent tank's armor.
- The Black Cleaver = To burns up opponent team's armor during team fight(
- Fronzen Mallet = To max up his HP and to slow enemy that try to run away.
- Mercury Scimitar = To clear debuff. If enemy's team have a lot of CC.
- Maw of Malmortius = To survive from AP.

But for me is....
Ghost n Flash

Ghost is to chasing enemy faster and to run away faster.
Flash is to run away or shortened distances of the enemy.

For duel - "E" "Cutthroat" then 1 normal hit then "Q" "Noxian Diplomacy" if possible 1 more normal hit then "W" "Rake". Result is enemy running away from him especially ADC.

Kill that ADC - "E" "Cutthroat"--->Hit---->"Q" "Noxian Diplomacy"---->"W" "Rake"---->"R" Shadow ***asult. END that ADC DIED.

Run Away - "W" Rake then just press "R" Shadow Assault

Talon sure is a weak champion in low HP and die at first sight.

So you must enter a fight with care, go after enemy's team fight against your team and just do your duty.

This build is strong or weak is depend on your skill to handle him.
If you just play fool, Talon will be fool.
If you play as the Truth Assassin, Talon is OP.
