You can harass him early but post 6 he is too mobile for you to deal with. His Q also cancels your W making it hard to do any damage. You should avoid him mid to late game and group with team.
Introduction
These are my go to runes unless it is one of the special cases below.
I've been experimenting with this page when I'm against a team that is very heavy AP or against an AP assassin like Leblanc. It makes you very tanky and they struggle to kill you. If the team is very heavy AD or you are against an AD assassin, you could try replacing Mirror Shell with Iron Skin.
Fleet Footwork: This page I don't use often but I think it's helpful in one or two matchups because it gives you some extra sustain. I like to take it into lanes where I typically get poked out (Azir). I am still testing this one but it seems ok to me. You also get extra tenacity which is always good on Sol.
Mercury's Treads: These are my go-to boots. If they have CC and some AP champs, these are your best bet.
Ninja Tabi: If they have very little CC and a lot of AD champs or auto attack reliant champs, build these. (These are also good against corki because they reduce his auto attack damage)
Boots of Swiftness: When their team has very little CC or mostly slows and they aren't heavy AD, these are good to get. The extra movespeed feels really nice so when you can get away with these, you should build them.
Next, always buy Rod of Ages. After that the build can vary depending on what you want.
Rylai's Crystal Scepter: This is the typical next item. It is very strong on Sol for slowing many people and keeping them in your outer limit.
Zhonya's Hourglass: I build this if I am against heavy AD comps or against a champ with a lot of burst that I can dodge using the active. (Zed, Fizz, Vlad)
Twin Shadows: If you have Glacial Augment, the active on this item is very strong for chasing down and catching out immobile opponents. (Twisted Fate, Lux, Velkoz, Xerath) I don't think this item is very strong without Glacial Augment though.
Morellonomicon: I really like this item because the flat magic pen feels so good. I would build this if the enemy team has any healing at all. If they have a lot of healing, rush it before rylai's.
Liandry's Torment: This is my least favorite AP item right now. I would only buy it if their team has 3 or 4 big tanks.
Rabadon's Deathcap: This is a decent 5th or 6th item if you just want some more damage.
Void Staff: If they are stacking MR, buy this. If not, don't.
Spellbinder: Actually a pretty decent item on Sol just for the 100 AP and 10% MS. If you don't need any of the other optional items, this is a good pickup and is probably better than deathcap on Sol.
Heal: This is my favorite summoner spell. The heal + MS is so good for early all-ins and for repositioning throughout the game.
Ignite: I only take ignite if I'm against someone with a lot of healing (Vlad). It makes your early all-ins even strong but I feel like it doesn't scale as well as heal does.
Exhaust: Take this if they have high damage melee champs. It's really good against champs like Zed, Irelia, Jax, Camille.
Cleanse: Very important to take in certain situations. Take against teams with very impactful crowd control. (Sej ult, Twisted Fate W)

- Get vision on one side of the river and hug that side.
- Stand to side of wave and use your W to clear wave.
- Look for roams (overextended enemy laners or possible tower dives)
- If you find a roam, run through river and use your E to fly towards the opponent. If the opponent starts to back off, they probably have vision of you and you should turn around. Don't waste your time.
- If there are no good roams, just harass your opponent with auto attacks.

- When you want/need to recall, wait until the wave before the cannon minion wave (which comes every 3rd wave). Push this wave as fast as possible then recall. If your opponent stays, it will take them longer to kill the cannon and shove in the wave. If they manage to shove it in, the cannon minion can take a lot of tower shots so you shouldn't miss many minions to tower.
- Farm up, get your other laners fed, and focus objectives.
