I prefer starting with a Doran's Ring and 2 Health Potions. The early AP and Mana regeneration of the Doran's Ring are very usefull early game, and u CAN consider picking up a second one.

So yeah, here is my second Doran's Ring. If i go back i mosthly get a Amplifying Tome or my Mejai's Soulstealer if i have enough money. If i dont, i get a second Doran's Ring and/or Boots. I always 'stay potted up', so i always get a couple of Health Potions and Mana Potions.

The 3 core items for Lux are those who give the mosth AP in the game, Rabadon's Deathcap, Deathfire Grasp and Zhonya's Hourglass. Once u get ur Rabadon's Deathcap ur damage will increase massivly. When u got that, u start getting ur Deathfire Grasp. This gives some nice CDR wich allows you to use ur ultimate more. A Lux ult at max CDR has 20-30 seconds cooldown!!
Choose Some

These give A LOT of AP and Cooldown Reduction. If you want to spam Final Spark, i recommend getting Athene's Unholy Grail and/or Morellonomicon. If you need a little bit more health and AP, i recommend Rylai's Crystal Scepter. This isnt one of my core items, but i rec. to take Lich Bane right after u got ur cores. It gives some nice AP and Mana, and a passive that can be usefull.
Example Final Build
I recommend taking Lucent Singularity on level 1 and Light Binding on lvl 2. Start maxing Lucent Singularity and take Final Spark whenever u can. I dont prefer to max Prismatic Barrier early, as it only comes in handy lategame in teamfights.

Lux's passive is called Illumination. All of Lux's abilities add a debuff to all the targets hit (does not stack). Lux's basic attacks will consume the debuff, dealing 10 + 10 x ur level in magic damage.

Lux's Q is called Light Binding. Luxfires a sphere of light that snares the first 2 enemys hit. This ability is a skillshot and adds Illumination.

Lux's W is called Prismatic Barrier. Lux throws her wand to target location has a boomerang effect. It shields all allies hit, Lux is shielded when throwing and when it returns, as an allie can also be shielded twice this way.

Lux's E is called Lucent Singularity. Lux throws a orb of light to target location, creating a zone that slows all enemys inside. After 5 seconds or if activated again, the zone detonates dealing damage and adding Illumination to all targets hit.

Final Spark is Lux's ultimate. Lux gathers energy for 0.5 seconds, and then fires a beam of light in target location dealing massive damage to all enemys hit. Enemys will have a warning for the beam and will see a red line at the location its going to strike. Adds Illumination but does NOT go across the whole map, only 1/4 or 1/6 of the map.
Lane Harass
Throw Light Binding and Lucent Singularity right after it. First use a basic attack to detonate the Illumination from Light Binding, then let Lucent Singularity explode and use another basic attack to detonate THAT Illumination. A succesfull combo should deal 1/3 to 1/2 of ur enemy's hp.
Kill Combo/Teamfights
In teamfights do the Light Binding -> Lucent Singularity combo, but dont detonate the Illumination. Immediately follow up with a Final Spark and u should get a kill. Note that u should be the one to open a fight with Light Binding, when it succesfully snares an enemy ur whole team will go in. If ur planning to kill in ur lane, deal some damage with the Light Binding -> Lucent Singularity combo, and if they are around half hp make sure u got enough mana and do the combo a last time, but add a Final Spark to it and he/she/it should be dead.
