WIP Guide, just making it for clearing my mind and maybe help someone
Cons!
Easy to kite
Slow jungle clear
Meat-ball if fell behind
Not "especialized" in anything
Low Skill-cap
Pros!
Good at skirms and duels
Does everything with(out) style
W can guarantee buffs and kills
REALLY easy to play
Kinda fun how turrents heals you late game
Overall:
Volibear is not an "CC god" like Naut, a "Ultra Mobile Jumping Monk" like lee sin, "Ultra fast jungle clear" like blah you got the ideia
He is a nice tank, semi-mobile (Q speed) with a Semi-good-start-and-cc (With his Q and E) with a Semi-good-last-hitting-bursting-skill (W) with a decent-to-low-damage with the steroids from W and R.
He can start a fight, tank, deal decent damage, run with 2 hp, dive the nexus, 100% burst the adc
Or he can be kitted to death, last 0.5 seconds, heals the enemy adc, the enemy can run with 2 hp, flip the zed in the adc, etc
TL;DR = He does it all, just depends if the cup is half-empty or half-full! (and if you are 12\0 or 0\12)

You should focus on HP, Health, Hit Points, Armor, Magic Resist (a little) and items of movespeed (Glory + Boot + Deadman for example).
You need to be able to last at least 2 seconds, and without a decent tanking skill, you relay on your items.
Movespeed is a must on Volibear. Your ganks are pretty much RUN IN FLIP HIT HIM HARD WITH THE HIDDEN PIKACHU IN YOU AND BITE HIS ARSE. If the enemy manages dash away, that's it.

Your W is your life. It deals more damage the less %HP the enemy have. When you need to smite something, W first, right before the damage goes out -as it has a ~0.5 cast time- you smite. Late in the game it means you can smite a baron with ~1700 HP if done with perfection.
Start in the bot-lane-leash-buff (whatever is it called) most of the time, your clear is slow and your gank lvl 2 is BAD
Then clear the jungle in the order (Gromp optional) Wolfs > da'birds > other buff (or vice versa)
If feeling lucky and in the blue side, start blue and invade the enemy red
With W>Smite you can steal it, just don't die won't you?
Ganks before-lvl-3 are stupidly weak as you have low damage and low cc
Lvl 3 you can try to gank and skirm, as you have the cc
Lvl 4 you can try to duel, as you start to deal damage
Lvl 6 + bami you gain a TON of duel potential

Peel
Try to pickoff the mage\adc\fedcarry
Start then run away like the world is ending
You should peel when there is a Zed or Malphite or something that you CAN FLIP AWAY from your carry
If you have the oportunity, try to flip the enemy carry (most of the time you will be kited)
And, sometimes, the best you can do is RUN IN FLIP RUN OUT AND RUN IN AGAIN, as you have no tank skills, just the passive, witch takes 6 seconds to heal 30% (aka very little per sec)
Peel

Start then run away like the world is ending

-You can flip enemys throught walls, rarely, but you can. they must be VERY close to a VERY thin wall and you must have vision so yeah... whatever
-Reset you basic timer with the Q when taking turrents and buffs
-Use the E just as the enemy hits the ground from your Q
-Hit the minion wave with your ult, it will most likely hit the escaping Yasuo 300 miles away from you
-You don't scale with AD, just AP and HP.
-Your Q don't give half the speed for escaping as it does for chase
