Really strong laner, if he is good he wins, if he is bad probably will win anyway. Play it safe, if you dont win the lane its okey as long as you are able to help your team in teamfights.

Why should you play Singed?
His play style is really unique and very fun to play. His ban rate is low and many people dont even know how to counter him so he is quite strong!
Activate your R and Q before entering (also ghost if you have it), ping your team you are going in. Make sure to ground them with your W if it is possible, that will make them move slower and also will prevent dashes, flash, and many movement abilities. Dont forget to use your active items (Randuin,Righteous Glory...)
