Let me just put in what I think and have said many times before. I know some of you disagree with me on this (Xaioli, Searz, Adonikam, etc.) and so be it, I cannot change your narrow mind.
I also realize what I am about to say will make me lose respect with you guys, but I don't give a flying **** about you people. <3
ELO, as Searz said, is win/loss ratio.
There are SO many factors to determine this, that you can be the best **********er out there and be low ELO.
If you do enough good things you win a match. You can do it with every kind of champion. It's just easier with damage dealers.

You can carry and have the best build, but have a **** team, someone can d/c, enemies can be much better than you, w/e (I can go on all day listing factors) and lose. You can do MANY good things with any champion, even "damage dealers", and lose.
Xaioli, he is good. I don't like him, but I will admit he is good.
If ELO were based on "skills", Xaioli should be higher than he is now.
But, he isn't. Due to the outside factors.
Problems?
Now, it is to less of an extent with him, since he ends up having said outside factors favor him a lot.
But many poor saps (no names) are as good as Xai, or better than him, and play ranked, but are much lower ELO.
Why?
Said factors do not favor these people in most games.
This is why, TL;DR, you can say what ever the **** you want, but the truth of the matter is.
ELO is ********, you can brag on all you want about how high your 4 digit number is, but it means nothing except that you are LUCKY.
Of course, this is a little less drastically applied to the really high ELO people (Doublelift, HSGG, Jiji, Chauster, TRM, etc etc), since they win so much, they are really doing things right. The journey up to their ELO might have been shaky, and DURING that journey, those previously mentioned factors had to be on their side a lot. But, once they got up to 1800s, 1900s, 2000s+ and got with other decent and lucky players, that is when ELO becomes more skill based: Since you are against other people at similar ELO, and usually people at this level have reduced outside factors (less AFKers, less idiots, people actually are serious about the game), the ones who are the best really shine and become the top rankers.
And they can afford to lose some at this ELO, since it won't drop their ELO as drastically as lower ELO due to their ELO being...so high. (more games played, less each affects your ELO, and at this ELO, you have a lot of ranked games in your wallet)
Final TL;DR.
ELO means **** except luck until you get in the top few 100s, then you have bragging rights and are 99.99% (no guarantees, leaves room [.01%] for some leeway, always gotta be safe, first rule of thumb for anyone with common knowledge ;) ) really good.
If you are not in the top few 100s, I am not saying you are bad: you could be BETTER than the really high ELO people. But you just didn't get the factors towards you, you just weren't as lucky. Don't worry about your ELO so much at that level, since it means ****.
Why don't I play ranked games?
Since I don't want to have to worry about these factors, I play games to have fun in my spare time, games are not my life. I want to have fun with the free time I have, so I play normals. I may very well be better than a lot of you ranked players, so don't think that just coz you play more ranked and are lucky that you are better than someone who doesn't play ranked.

I've never seen such anger simply for having your point debated, Xaioli. I personally think Elo is a massive joke. I was in the first round of beta and since they started testing matchmaking and had the page where we could view everyone's Elo rating I could tell it was going to be a useless tool for measuring e-peens. I really don't care how many people that work at Riot or are also game developers tell me that Elo works for this sort of game. It's a joke. It's a rating for one person in a team game. It's a rating for a game where you don't even get to choose what level of play you enter when you do decide to enter (in Chess you don't just get forced into a game with a grandmaster on the other side of the board; you choose your opponents). Sorry for the rant, but since I started playing again several months ago I've been bottling this up.
I just really dislike when people sit there and talk about normal games being a big joke. You know the only differences between a ranked game and a normal game? The gamemode (draft mode vs. blind pick) and the attitude you take towards it. No idea where it started but a really massive number of players just decided normal is a joke and it went downhill from there. I'm sure you'd like to know my ranked game background so here it is...
I have yet to even bother playing ranked because I'm currently stuck in a ****ty situation where I can't yet afford a computer that isn't cobbled together from 5 year old parts and I am not willing to spend money on an internet connection that is wholly reliable. That said, I choose not to play ranked because I don't want to ruin games for people that take the game as seriously as I do. So at the moment I suffer through normal games because people can't be asked to take it seriously because there's "no Elo on the line, trolololol".
I wish there was a way to make people take normal games more seriously, but I feel at the moment that the only way would be switching the mode to draft mode since I've always thought blind pick was a stupid idea. I highly doubt that Riot will ever change it though, so the only way is to try and encourage people to play seriously.
