Definitely not worth a slot, the only time you should crit with Pantheon is when a guy is low, thanks to E passive, and generally taking a crit when you are low means death (unless you are poppy but who plays poppy O.O).

Even though Panth is ability-based, ghostblade gives a lot of armor pen and you can use the active to get in range for a stun or stick to someone after your initial combo.
Edit: It's worth mentioning that ghostblade is better early and cleaver is better late. It depends on how long you sit on brutalizer.

I even see most jayce players go for ghost blade now its like BC is good on no one...

you should think of pantheons E passive as an execute rather than "always crit at X% hp"

It can be difficult to easily apply cleaver stacks with most champions. Pantheon only finishes shredding armor after his whole combo. Basically if your team can't use the armor shred effectively, it's a lot of gold to pay for little gain.
I still think cleaver can be useful if your team is primarily physical. I also consider it core on Wukong since you can shred a whole team with your ult really easily.

Pantheon can apply it, but most of his damage is gone by the time your target's armor is shredded. You also usually get only one or two people in your E. This means that unless you have several teammates who can make use of the shred, it's not really worth it for your personal damage output compared to ghostblade.
In Corki's case, it's not uncommon for over 50% of your total damage to champions to be magic. That's why you usually see Sorcerer's Shoes on him. I'm also not a fan of cleaver on ADCs because I think other people should be buffing your damage, not the other way around.
